The Imperial Confederation was initially formed as a non-aggression between the Apregian Republic, the Barylian Republic, the United Republic of Stellus, and the Octavian Empire after the four had come into contact over the planet of Birospa. During the early years of the experimentation of interplanetary travel, none of the four factions could afford to initiate an interstellar war.  
The Imperial Confederation's government strives to strike a balance of confederal lack of power and federal strength of power. The Confederation's government was pioneered by the [[First Confederal Congress]]. Officially, the Imperial Confederation considers itself to be [[Legislative-dependent system]]. Each member state, observatory and official agrees to the [[Confederal Constitution]] in which all member states can willingly secede from. Each official member state is entitled to a seat at the [[Executive Confederal Council]] and both official and observatory member states are entitled to representatives within the [[Confederal Legislative House]]. Despite holding onto the title of a confederation, the confederation's government holds onto some power over taxation, commerce, intermember commerce, and foreign policy.
