The government was established following the 2021 government crisis that started after arrest of the Finance Secretary TBD for corruption. Prime minister Joshua Hartmann submited his resignation as a collective responsibility to president Mosley on 10 November 2021. Mosley appointed Mekhar A. Karlsson, a business magnate with reputation as eccentric and reckless leader, on 15 November. Karlsson was tasked with forming a government aimed at overhauling and innovate the rigid ministry system. All ministers were sacked with exception of Ángel Fox, Martin Müller, and Joshua Hartmann, who returned as Justice Secretary. Karlsson's government was appointed on 19 November 2021.
