The Inner Region (內史, nubh-srje′; abbr. IAR) is a statutory administrative division of Themiclesia that contains the capital city Kien-k'ang.
History
In 285, the Tsins ruler divided his realm into a number of provinces, each consisting of several villages (邑, qrep) under a viceroy (守, n′uq). Larger cities and their peripheries were exempt from viceregal rule and remained either autonomous or under royal authority. The periphery of Tsins itself was not part of any province, and its village elders and landowners paid dues directly to the Exchequer. The "Exchequer" therefore became the name of the area around that city.
