The Dissolution of Government Act, as it was know as by its short title, gave the [[List of Heads of State of Thermodolia#Interim Government (1890–1898|President of The Interim Government of Thermodolia]] the ability to dissolve the entire interim government, the National Senate, or both. Under the Third Amendment this power was solely granted to the National Senate however the senate decided to grant the president this power. As such when the president dissolved the government they would be acting in the name of the National Senate instead of as the President.
The act also laid out the procedures required for the National Senate to dissovle itself as these where not spelled out in the amendment nor the constitution. This in effect required the senate to hold a emergency vote that must be requested by the Prime Minister in order to declare that the legislature has been dissolved. It also required that the vote must have at least 30 Senators for the dissolution.
As this bill was a normal bill it was only required to pass by 26 votes, 25 or less with abstentions, however then Prime Minister Eli Sæ insisted that at least 30 Senators, the ammount need to amend the constitution, must vote for the bill in order to consider it passed. The bill passed with 45 Senators voting for, 5 Senators voting against, and no abstentions.
