This in effect required the senate to hold a emergency vote that must be requested by the Prime Minister in order to declare that the legislature has been dissolved. It also required that the vote must have at least 30 Senators for the dissolution.
As this bill was a normal bill it was only required to pass by 26 votes, 25 or less with abstentions, however then Prime Minister Eli Sæ insisted that at least 30 Senators, the ammount need to amend the constitution, must vote for the bill in order to consider it passed. The bill passed with 45 Senators voting for, 5 Senators voting against, and no abstentions.
