Octavius Eaglebrand is the current Chancellor of the Blackhelm Confederacy. Eaglebrand came to power during the 2011 Blackhelm Confederate Revolution, replacing the deposed Lucius Blackhelm as the nation's head of state.

Octavius followed his father's footsteps in local government, and after graduating from the University of Ravetta in 1972 he became involved in Highlands politics, quickly climbing the ladder and serving as an aid to longtime Senator Augustus Marius Caudex.
Following the collapse of the Empire of Exponent, Augustus Greenbriar - a long time Highlands activist - announced the creation of the Highlands Republic in late 1996. By 1998, however, faced with a growing Blackhelm Confederacy, Greenbriar opted to join with the Confederacy rather than risk a future conflict.
Senatorial Period
With the support of conservative elements in Highland politics, Eaglebrand rose in prominence during the short-lived Republican period. When Greenbriar died suddenly in 2000, Eaglebrand was elected into the Senate as his successor.
Blackhelm Confederate Revolution
Eaglebrand led the Senate faction that advocated for extremely harsh crackdowns on the Confederate Muslim population. When Chancellor Lucius Blackhelm opposed many of these crackdowns, Eaglebrand led the movement to remove Blackhelm from power, triggering the Blackhelm Confederate Revolution. Eaglebrand's forces eventually won, and Eaglebrand was proclaimed the new Chancellor.
