Garayev was born during the later years of {{wp|Joseph Stalin}}'s leadership. His father was a veteran of the [[Great Patriotic War (term)|Great Patriotic War]], notable for participating in {{wp|Operation Koltso}} which resulted in the end of the {{wp|Battle of Stalingrad}}. His mother Liana worked at {{wp|Krasnoye Sormovo Factory No. 112|Krasnoye-Sormovo Factory}} in [[Gorky (TheodoresTomfooleries)|Gorky]], the two met in 1949 and later married and had Sabrican during a visit to [[Brezhnev (city) (TheodoresTomfooleries)|Naberezhnye Chelny]] in 1951. He, like most able-bodied men due to {{wp|Conscription in the Soviet Union|conscription}} served a 2 year draft when he reached the age of 18 in 1969, serving in the {{wp|Soviet Army}}. After his draft ended, he joined the [[Communist Party of the Soviet Union (TheodoresTomfooleries)|CPSU]] and the [[Komsomol (TheodoresTomfooleries)|Komsomol]], eventually rising to become a First Secretary of Tataria's local Komsomol. His father served in the Great Patriotic War, while his mother was a factory worker. His family later moved to Kazan, where Garayev received his master's degree in economics. Following his graduation, he joined the Communist Party and was drafted into the Soviet army for a period of 2 years, as all Soviet males aged 18 to 30 were required to do.

Political career

Garayev joined the Komsomol in 1972 and became a secretary of Tataria's local branch. He was elected as a deputy to the Tatar Supreme Soviet in 1985 and was later appointed First Secretary of the Tatar ASSR in 1996 by General Secretary Grigory Romanov. He consequentially became a member of the Politburo and later the Secretariat of the Communist Party. Garayev emerged as an ally of General Secretary Yegor Ligachyov and was appointed Second Secretary by him in 2007. When Ligachyov retired in 2010, Garayev succeeded him. He became the Chairman of the Presidium of the Supreme Soviet on 8 April 2024.
