Etymology

The word "Rojadavistan" has its contempoary origins from combining Rojadavi, the major ethnic group in the country, with the Pardarian suffix-stan meaning "place of" or "country." The earliest derivitive can be linked with the word "Rojadan," one of the demonyms that these lands received during the ancient X Empire, which was dominated for centuries until the territory was conquered by the X Empire.

Government and politics

Rojadavistan is a unitary presidential republic with Irfan as the state religion and religious law as the basis for all legislation. The current constitution was adopted in X. The national government comprises of three branches: first is the executive branch, which is the President; second is the legislative branch, which is Parliament; and third is the judicial branch, which includes the Supreme Court, the Irfanic Council and the High Courts. Citizens are also subject to provincial and local government.

The President of Rojadavistan (Serokomarê Rojadavistanê) serves as both head of state and head of government. The president possesses extensive powers and responsibilities including granting reprieves and pardons, promulgating or vetoing legislation passed by parliament, determining and implementing domestic and foreign policy, receiving and accepting foreign diplomats, presiding over the National Security Council, appointing all cabinet members and provincial governments (subject to National Assembly approval), appointing the chief justice and three other members of the Supreme Court, appointing all judges on the Irfanic Council, appointment of assorted other high officials across the government, and in addition, all the ceremonial duties of a head of state. The president is directly elected by eligible Rojadavi voters for a five-year term, renewable once. The president appoints two vice presidents (Cîgirên Serokomarê) who aid in overseeing and coordinating the work of cabinet ministers and representing the president as needed.

Rojadavistan has a bicameral parliament (Parlamentoya Rojadavistanê) consisting of a lower house called the National Assembly (Meclîsa Neteweyî) and an upper house known as the State Council (Konseya Dewletê). The National Assembly has 333 members, elected every five years at the district level through the use of single non-transferable vote. The 101 members of the State Council are elected differently: 33 are elected by district councils for three-year terms, 33 are elected by provincial councils for six-year terms, 25 are appointed by the president to serve until retirement, and 10 are reserved for minorities and members of the clergy. The National Assembly is the dominant chamber as they hold the power to pass legislation, investigate and scrutinize the actions of the executive branch, declare war or peace, ratify all agreements and treaties, override vetoes by the president, the power to set the government budget and the ability to impeach and remove the president, the vice presidents, or cabinet ministers. The State Council primarily serves in an advisory capacity. They review each bill passed by the lower house and can either offer amendments for their acceptance or rejection or outright veto the legislation; however, they rarely do so and instead defer to the president to act. The Council regularly issues opinions on domestic and foreign policy which does considerably influences the government's actions. The right-wing Social Conservative Party has continiously held the largest number of seats in parliment since its formation. Both chambers meet in the Parliament Building in central Sermîyan.

Judiciary and law enforcement

The judiciary of Rojadavistan consists of two classes: the superior (or higher) judiciary and the subordinate (or lower) judiciary. The superior judiciary includes the Supreme Court, the Irfanic Council, and three high courts, with the Supreme Court at the apex. The Constitution of Rojadavistan entrusts the superior judiciary with the obligation to preserve, protect and defend the constitution. Although secular civil law is applied, the constitution stipulates that the basis of all Rojadavi law be grounded in Irfanic religious law.

The Ministry of Interior is responsible for protecting Rojadavi citizens by ensuring security and stability, safeguarding property, and fighting crime. The three major law enforcement bodies under their authority are the Asayîşa, the Zêrevanî, and the General Directorate of Police. The Asayîşa is the nation's domestic intelligence and security agency responsible for investigating and combating economic and political crimes. The Zêrevanî is a branch of the armed forces but under the operational control of the ministry. As a gendarmerie, they are tasked with the security of government property and critical infrastructure, safeguarding important persons, and supporting civilan police and Asayîşa forces. The General Directorate of Police - through provincial and municipal directorates - are responsible for filling a variety of roles including traditional civil and traffic enforcement functions, as well as more specialized niches such as forest and environmental police, criminal investigation, oil and gas, hospital, and other facilities protection roles.

Military

The Rojadavistan Armed Forces (Hêzên Çekdar ên Rojadavistanê, HCR) are the military forces of Rojadavistan. It is tasked with the defence of the nation's independence, sovereignty, and territorial integrity. The armed forces consist of the Army (Artêşa), the Air Force (Hêza Hewayî), and the Guardians (Zêrevanî). In 2024, there are appoximately 150,000 active personnel, excluding over 85,000 who serve in the Zêrevanî which is under the authority of the Ministry of Interior. Military service is mandatory for all aged between 18-27, where they must serve for 18 months.

The commander-in-chief (Serfermandar) of the armed forces is the President. Day-to-day administration is managed by the Ministry of National Defense while operational command lies with the Chief of the General Staff. The National Security Council is the highest body responsible for making security, military, or foreign policy decisions. The Rojadavistani government spent $2.52 billion on defense in 2023, totaling 1.5% of the nation's total nominal GDP.
