Silvio Berti was born in Portmon on the 14th of March, 1943. At this point of time Portmon was a rather settlement in the country, as planned works to transform the minor fishing settlement into a serious city had not yet begun due to major delays caused by the outbreak of the civil war. Silvio's parents worked in the fishing industry, with both of his parents maintaining a series of crabbing pots located across the coast.
 
In addition to helping out his parents, Silvio was also heavily involved within his local [[Free Democratic Youth (Malgrave)]] branch and helped organise hiking trips around the mountain range.
