Oakley Markes Hayes, also known as the Jericho Basin Strangler, is a confessed serial killer believed to be responsible for the deaths of a number of women in and around the Tofino district of Jericho Basin. Active between 1976 and 1989, at least 68 women were murdered in a similar fashion in the neighborhood. The killings were all committed within a relatively small radius within three police precincts.
