Oakley Markes Hayes, also known as the Jericho Basin Strangler, is a confessed serial killer believed to be responsible for the deaths of a number of women in and around the Tofino district of Jericho Basin. Active between 1976 and 1989, at least 68 women were murdered in a similar fashion in the neighborhood. The killings were all committed within a relatively small radius within three police precincts. The victims were typically employed as prostitutes, nearly all were strangled, and then left in abandoned buildings, alleys, garbage bins, or parks. On October 19th, 2024, Tofino police investigators arrested Hayes in connection to the murders, to which he initially plead guilty to one murder under the condition of manslaughter, but two days later confessed to 67 killings to avoid a death sentencing.

Prior to Hayes' arrest, the theorized 'Strangler' was believed to have been multiple killers working in tandem.
