Born to an affluent family on the 17th August 1858, in the town of Kingsleigh, Brook-Bank began training to become a lawyer when he turned 18, at Port Hope University. He became one of Satavia's best known lawyers, and, was sugested by Johan van Valier, the outgoing Governor-General, to King TBD of Estmere. Brook-Bank served during the Satavian Independence talks, and became a life-long friend of Arthur O'Connell, Satavia's longest serving Prime Minister (who served from 1896-1924).
