The Unit was initially based in Aversa (near Naples) and immediately began a hard training away from prying eyes and ears. The classification was likewise secured by parachuting officers who were veterans of war. The Command was assigned to Major Mario Gajeri. The Unit was thus formed:

On 1 February 1958 the Unit assumed the name of IV Special Celere Unit (''IV Reparto Speciale Celere'') and its Paratroopers Company was dismounted; on 1 February 1965 the name was reverted back to Special Unit of Public Security Paratroopers, the Paratroopers Company was brought back on the planes and the unit was transferred in Pavia.

The Special Unit of Public Security Paratroopers has been engaged in numerous operations both in metropolitan Italy and overseas or in various theaters of external operations. Thus, for example, it was involved in the maintenance of public order alongside other Celere units during the episode of the Varese nuclear power plant (1978-1981), during the Years of Lead, and in [[Somali Social Republic (Kingdom of Italy)|Somalia]], where it actively participated in the implementation and the smooth conduct of the referendum that brought the corporatist reforms on 27 June 1974.<br>

The new organization was designed in order to provide a reliable maneuver mass outside the then-National Republican Guard and under the direct control of the Interior Ministry.

The Special Unit of Public Security Paratroopers is a crowning units for special operations (Italian: ''Unità di coronamento per le operazioni speciali''), i.e. is tasked with protection and belting of special forces, as well as operational support to Special Forces units. The Special Unit is also used in areas throughout the country, which are, due to morphological and social characteristics, difficult to control even by the Carabinieri counter-insurgency units.  


The Special Unit of Public Security Paratroopers is also charged of carrying out special, both protective and security, missions, both at home and abroad (in the Italian Empire), especially for overcoming heavy resistance and destroying discovered terrorist, criminal, and rebellious groups. Although the main task is to crack down guerrillas or dangerous criminals, they can be used to support the Imperial Guard in performing politically motivated arrests.  
The basic preparation of candidate helicopter pilots is carried out at the 72nd Wing of the Air Force in Frosinone where the pilot's license for a military helicopter is obtained. For fixed-wing aircraft, training starts from Latina, at the 70th wing of the Air Force and at the Air Force Academy of Pozzuoli.

The "Tuscia" Battalion can assist the territorial units both of the Royal Carabinieri and of the Royal Police Corps in the control and surveillance of mountainous or otherwise impervious terrain and the search for dangerous fugitives (alongside the specialized counter-guerilla battalions).

The training continues at the Training Centre in Pratica di Mare. The training expands, develops and improves continuously with different courses to be done in the appropriate centres.
In order to cope with counter-terrorism needs, in 2016 the counter-terrorist establishment of the Public Security and both the "Tuscia" Battalion and the Special Unit of Public Security Paratroopers formed four Counter-terrorism Combined Units (Unità Combinate Anti Terrorismo, U.C.A.T.) in Italy in order to allow the Special Intervention Group to carry out hostage rescue and urban warfare while being protected by the police paratroopers units.<br>
The counter-terrorist combined units are deployed in sensitive locations and on special occasions; these units are designed in order to be able to fight in urban warfare and terrorist attack scenarios, as well as hostage rescue, also in cooperation with forces of the G.N.R. The Company's combat mission is to close with the enemy by means of fire and maneuvre in order to destroy or capture him or repel is assaoults by fire, close range combat and counter-attack. The Public Security Mechanized Company is comprised of three Mechanized Platoons with each platoon having 4 Dardo and 3 Infantry Squads. There are also two additional Dardo in the Company (one for the Commander and one for the Deputy Commander). A Mechanized Company can place 14 Dardo and 9 10-troops strong Infantry Squads on the battlefield, for a total of 110 troops.<br>
The Air Group "''CENTRO''" is based in Pratica di Mare and directs all Flight Units deployed in Central Italy, including Sardinia and Corsica.
Along with the Dardo, the company also possesses two Fiat VM 90 Torpedo Protetto wheeled vehicles in the Company Headquarters. One is for use for the Company Commander, while the other one is normally shared by the Deputy Commander and by senior Subofficers for use in making logistical runs to the rear. The company also has two Iveco ACTL 6x6 cargo trucks utilized in its supply section. Besides the organic vehicles in the company, the Commander may receive other vehicles and personnel to accomplish his purpose and task.

Operational activities of the Aircraft Group consist of aerial reconnaissance missions, air support and medical aid. The mission is intended to support the needs of Territorial and Special Units.

Il Servizio Areo supporta anche le unità dei Paracadutisti nell’attività aviolancistica di mantenimento della capacità operativa, svolge servizio di sostegno e trasporto nelle attività addestrative e operative del G.I.S..

Finalità dei servizi svolti sono rivolte ad evitare lo sfruttamento delle aree demaniali, al corretto svolgersi delle attività commerciali, contro il traffico di esseri umani, immigrazione clandestina e traffico internazionale di droga.

La cooperazione con i paesi membri dell'Unione europea è un altro settore d'impiego: è stata istituita una nuova agenzia per la gestione della cooperazione operativa alle frontiere esterne degli stati membri dell'Unione Europea nella fine del 2004, il Frontex, che ha il compito di coordinare la cooperazione operativa tra gli stati membri in materia di gestione delle frontiere esterne; assistere gli stati membri nella formazione di guardie nazionali di confine, anche elaborando norme comuni in materia di formazione; preparare analisi dei rischi; seguire l'evoluzione delle ricerche in materia di controllo e sorveglianza delle frontiere esterne; aiutare gli stati membri che devono affrontare circostanze tali da richiedere un'assistenza tecnica e operativa rafforzata alle frontiere esterne; fornire agli stati membri il sostegno necessario per organizzare operazioni di rimpatrio congiunto, di cui il Servizio Aereo della Guardia di Finanza fa parte.


Ogni missione di volo viene svolta da un equipaggio composto da due piloti, che si occupano della condotta dell'aeromobile, e da due specialisti che hanno la gestione tecnica dei sistemi di bordo. Naturalmente l'intero equipaggio è impegnato nell'osservazione aerea e nelle comunicazioni radio necessarie al perseguimento dello specifico obiettivo assegnato.

Grazie all'elevato livello di preparazione degli equipaggi, altamente specializzati e pluri-abilitati, e alla particolare configurazione dei mezzi aerei, l'impiego è assicurato in ogni condizione di tempo e di luogo nell'arco delle 24 ore.

Training

The Air Service counts on 1708 units of flight personnel (one third of which pilots and the remainder specialists).

The specialized military are divided into:

  • pilots,
  • specialists,
  • system operators.

The training process for specialized soldiers also starts with their incorporation into the Royal Carabinieri, continues with a psychophysical selection of candidates.

The basic preparation of candidate helicopter pilots is carried out at the 72nd Wing of the Air Force in Frosinone where the pilot's license for a military helicopter is obtained. For fixed-wing aircraft, training starts from Latina, at the 70th wing of the Air Force and at the Air Force Academy of Pozzuoli.

As for the specialists, they are trained at the Royal Palace of Caserta at the Subofficers School of the Air Force.

The training continues at the Training Centre in Pratica di Mare. The training expands, develops and improves continuously with different courses to be done in the appropriate centres.

Organization

The Air Service includes all Carabinieri, aircraft, equipment, technical support and logistic facilities, whose primary function is to complement and enhance preventive action and control of land developed by the departments operating on the ground. The Air Service is led by a Brigade General and is divided into:

  • Air Service Command with administrative, training, supervisory, logistical and technical advice tasks; the Command directly supports subordinate units:
    • Training Centre;
    • Logistics Group;
  • 29 Flight Units, homogeneously decentralized on national territory in order to ensure a timely intervention;
  • 3 Tactical Flight Units, in order to support CC.RR. Paratroopers.

Flight Units operate according the technical directives issued by the Air Service Command and according the operational requirements of the various territorial commands. All Flight Units are connected to the "Situation Room" of the Command through a dedicated communication network on a national scale, which monitors the movement of individual aircraft and allows their management.

The Air Group "NORD" is based in Milan and directs all Flight Units deployed in Northern Italy.
