The Department of Internal Security and Enforcement, more commonly called by its acronym DISE, is the primary domestic intelligence and security agency of the Empire of Belhavia, as well as the primary Imperial law enforcement agency. As the lead Imperial counterintelligence, counterterrorism, and criminal investigative organization, DISE has jurisdiction over 60 categories of Imperial crimes. The headquarters of DISE are in the Government District of Provisa.
In addition to its anti-criminal and counter-terror duties, its activities in support of Belhavia's national security are extensive. Unlike Imperial Belhavian Intelligence (IBI), which has no law-enforcement authority and is focused exclusively on intelligence collection abroad, DISE is preeminently a domestic government body, maintaining over 30 field offices in major urban areas throughout the Empire, as well as over 150 subfield offices in smaller cities and regions across the nation.
Like its sister organization, the IBI, it was founded in the wake of the fall of Galarian as a successor to the abolished His Majesty's Imperial Intelligence Service in the 1946 military reforms.
Organization
DISE is organized into functional branches and the Office of the Director, which contains mostly administrative offices that oversees the entire agency. The organizational form was modeled after similar Emmerian agencies when United Republic-based systems were in vogue in the late 1940s.
The functional branches of DISE are:
- Office of Homeland Security
- The division charged with carrying out counterintelligence, counterterrorism, and enforcement of the White Terror laws.
- Office of Anti-Criminal Activities
- The primary anti-organized crime division of DISE that goes after criminal enterprises and assorted and sundry criminals and criminal acts.
- Office of Cyber Security
- The division tasked with protecting government and civilian cyberspace and computer networks.
- Office of General Activities
- A catch-all division that folds in the remaining duties of the agency.
Special DISE Teams
The agency trains, arms, and maintains its own paramilitary special response and weapons teams to carry out its duties in the face of known or potential violent situations, particularly towards criminal elements and White Terror law arrestees. The special teams are available to all DISE divisions, and have played important roles besides counter-intelligence, counter-terrorism, and White Terror laws enforcement in hostage rescue, escort protection to important Belhavian and foreign officials and persons of interest, arresting organized criminal groups, and, at times, facility protection.
Relationship with the IBI
Being sister organizations organized and created at the same time by the Foreign Intelligence Reorganization Act of 1946, both DISE and IBI often cooperate on matters of shared importance, though they have clashed on jurisdictional lines commonly as well. Initially created by purposefully divvying up the domestic and foreign intelligence and security duties that had been granted to their predecessor, His Majesty's Imperial Intelligence Service, owing to much abuse of its state security-like powers during the Galarian years.
Nonetheless, despite outside criticism from civil libertarian and anti-government activists, the pair of organizations quickly started to work in tandem less than ten years after their founding due to the escalation of the Cold War as well as the slow, incremental centralization of national security power within the Imperial Government starting in the late 1950s and continuing, mostly unimpeded, until the present.
With the rise of foreign-aided domestic leftist terror groups as well as some far right political violence in the 1960s, the IBI and DISE teamed up in so-called "Special Joint Task Forces" on matters that intersected both organization's jurisdictions, such as foreign-funded and -armed domestic terrorists, to defeat the unlawful activity. Since then, the two organizations have created permanent "Joint Task Forces" on interrelated matters.
Since the 1980s, they have teamed up often on targeted killing of authorized targets by the President of Belhavia under the Overseas Combatants Act. Famous joint operations include the assassination of Anikatian Ministry of State Security agent Gong Jung-hoon in 1978 after he tried to spark communist terrorism in New Shelvoy, and fugitive Belhavian communist insurgent leader Howard Lifshitz in Goredemabwa in 1987 in the midst of the South Ashizwe Border War while he fought for the local communist forces.
