Hai'wan (Hai'wanese: 海安), officially the Hegemony of Hai'wan, is an absolute hereditary monarchy in East Occeia, ruled by the Hegemon-Protector from the estuarine capital city of Ni'wan. The nation prides itself as the first "democratically-mandated monarchy," and is entirely powered by nuclear-generated electricity. The Hai'wanese language has very few relatives, and those few are geographically and relatively linguistically distant. The ethnic Hai'wanese people are almost certainly "new" to Occeia, arriving (at the earliest) 1500 years ago.

The aerospace industry is important for Hai'wan and really took off in the past fifty years. The government began subsidizing aviation in the pursuit of developing state-of-the-art helicopters and drones deemed "necessary" for military and police operations in an increasingly urbanized world. This means the export of aircraft is directly overseen by the government. The manufacturing industry is similarly tied, although it has a longer history. Due to the longer history and technological advances, commercial vessels and even warships are now predominantly produced to be exported. There are very few private shipbuilders, but there are more than their aerospace counterparts. Several other private companies have been permitted by the government, including one that is likely the largest source of synthetic diamonds.

The agricultural industries have historically been the predominant sections of the Hai'wanese economy for centuries, possibly millennia. Traditionally, this included rice paddies and some of the earliest examples of large-scale aquaculture. In modern Hai'wanese history, limited land has forced the Hegemony to pursue technological advancements to feed itself. Additionally, fisheries now contribute to a larger portion of national consumption than in previous centuries.

Hai'wan, mineral-poor and with few natural resources, historically relied on trade. Over time, this has grown to growing the manufacturing sectors and leading the world in agricultural technologies. These qualities have mitigated, but by no means eliminated, the country's reliance on trade for raw materials. This reliance has pressured the economy to excel everywhere, unintentionally exposing the rest of Krystar to innovations that eventually become cosmopolitan and mundane. This is a "vicious" cycle identified in the mid-nineteenth century, leading to the planned economy and semi-autarkic policies implemented since the late twentieth century.

The private health sector appears to be in opposition to this highly centralized economy, but in reality parallels social anarchism in "leaving" the management of health institutions to local bodies. These local bodies oversee private health companies and research without governmental oversight, although the Hegemon interferes for national emergencies.

Some 1.8 million Nerenesian refugees reside in Hai'wan.
