Haliburt (/ˈhælɪˈbɜːrt/ HAL-uh-burt) is a consolidated city-county, the capital, and second-most populous city of Josephinia behind Port Royal. With 314,503 inhabitants as of the 2023 census, it is the second-least populous capital city in Elia Borealis after Ahtawenhne. Haliburt is a satellite city of the broader Upper Sequaneake Metropolitan Community, the most populous metropolitan area as well as the economic and cultural center of Josephinia proper, and the fourth-most populous metropolitan area in Elia Borealis.
The city was officially founded by Alexander Stewart Damegie on 7 April 1714 on the north bank of the Comey River, where it widens and runs into the Sequaneake River, in what was then the Fallish Colony of Cisylvania. The area in which Haliburt is located, however, had first been settled by the inhabitants of Nystad, a colonial outpost of New Waldrich, which makes the modern city one of the oldest continuously inhabited Calesian settlements in Elia Borealis. The ramparts surrounding the city core of Old Haliburt are the only preserved colonial city walls on the continent.
