After completing his undergraduate studies at the University of Harborough, he graduated from University of Ashcombe in 1940 and returned to Valentir to practice law. He and his wife Joan moved to Starkhaven in 1942 to work for the federal government. Whitmore was elected to the [[Legislative Assembly of Tarrington|Tarrington Legislative Assembly]] in 1950 for [[Provincial Division of Gwaren|Gwaren]]. His pursuit of the [[Valanjou Case]] established his reputation as a leading anti-separatist and elevated him to national prominence. In 1957 he was elected as the [[Premier of Tarrington]], serving until his resignation in 1965 in order to run for president.
