Charnea is a federation of tribes located in central Scipia, bordering Mont and Lusittia to the north, Almadis and Tulura to the east and Mundaqar to the south. The Charnean government is a diarchy consisting of the Tamenukal, a hereditary title held by a member of the royal family, and the democratically elected Executor. Administrative divisions within Charnea are organized into three different types of division, the special district which usually consists of a single municipal area to be directly overseen by the central government, the formal province which functions as a usual administrative subdivision and typically consists of the lands belonging to a particular founding tribe of Charnea, and finally the informal territory which is a large region not governed by any particular tribe or otherwise brought under the direct rule of the capital. Charnea has two special districts, the Agnannet capital district and the Korostetz district covering the eponymous conurbation of the cities of Koros and Stetz. The rest of the country is divided into six provinces in addition to one territory, Ninva territory also known as East Ninva.

With a population of 13 million citizens spread across a region of well over 2 million square kilometers, Charnea has a notably low population density and a drastically smaller total population compared to every one of its neighbors. Charnea is well known for its vast and inhospitable landscapes, particularly the Ninva desert which occupies the majority of the country's territory as well as portions of several neighboring countries. The Ninva and the mountainous region of central Charnea make up approximately 90% of the total land area but are inhabited by less than half of the Charnean population. Conversely, the small coastal territory on the Thassalian Ocean which constitutes Charnea's only sea access is home of the majority of the population.

The Charnean economy is one almost entirely based on primary sector production, consisting mainly of petroleum and mineral extraction with a very limited contribution from agriculture. Mining has been part of the Charnean economy since the foundation of the country, and had provided the nation's only significant export until the discovery of oil in the 1950s. Oil has since become the most lucrative export, particularly after the nationalization of oil and gas resources under COPEC. Agriculture is a comparatively very minor portion of the GDP and is largely for domestic consumption, contributing little to the nation's exports. Secondary sector manufacturing and processing is a small part of the economy, mainly consisting of mineral and petrochemical processing and refining into more advanced goods for export, while manufacturing is almost entirely limited to the production of weapons, an industry that owes its existence to embargoes placed on Charnea in the past during periods of open conflict. Overall, the Charnean economy carries little global significance save for the notable footprint of COPEC on the global oil market.

History

Ancient Charnea

The Charnean highlands of the Shokletai and Kuresh mountains are the site of numerous ruins of the long lost civilization of the Rusharars, commonly known as Ancient Charneans. Early fragments of pottery and weapons suggest that the peoples of the region had would settle the valleys and plateaus of the Charnean highlands arrived between 10,000 and 6,000 years ago, likely fleeing the desertification of what is now the Ninva desert. Rusharar civilization coalesced out of these settled cultures around 3,000 BCE, marked by the political unification of the highlands under the First Dynasty, which resided in the city of Thumer in what is now Obrea Province. This unification soon gave rise to the emergence of major architectural accomplishments, some of which survive to this day. Notable among these is the Great Pyramid of Darejung and the House of the Sun, a monumental ziggurat located at the heart of the Thumer archaeological site. These monuments, alongside hieroglyphic writing recorded not only in stone carvings and clay tablets, but also on papyrus made from reeds imported from the Azab lowlands to the south, tell the tale of a sophisticated society with advancements in art, science, mathematics, and administrative practices. Most of the great works of the classical Rusharar civilization are dated to between 3000 and 1000 BCE, after which the civilization is believed to have declined although several fragmented successor states are known to have laid claim to the mantle of the Rusharar civilization, although none succeeded in unifying the highlands. The decline of the Rusharars is attributed to many factors, including infighting, drought, and most notably increasing incursions from the nomadic tribes of the Ninva desert.

Charnean Empire

Around the year 15 BCE, political conditions in the highlands were extremely fragmented, as feuding between rival city states of the old Rusharar culture continued to block any prospect of reunification for the old cities. In this time period, many of the desert tribes inhabiting the Ninva were becoming unified by diplomacy and by forceful conquest and assimilation under the leadership of a man who would become known as Korun Nif'sharii Ninvai, better known as Nifsharud meaning "Great Conqueror". At the time a young Chieftain newly ascended to leadership Telkazigh tribe after successfully challenging the previous ruler, Korun was possessed of a determination to unify his people and bring the world under his dominion, and to this end had begun the process of transforming the nomadic warriors of the desert into a organized military force divided in decimal units of ten, one hundred, one thousand and ten thousand and loyal to his new tribal empire. With this military force, and carrying with him the experiences gained from the unification of the Ninva desert and her many tribes, Korun launched an invasion of the Charnean highlands where he would seek to claim the mantle of the old Charnean civilization for himself. His campaigns brought untold destruction and death to the region, and is said to have depopulated the highlands from the millions of inhabitants to a mere 150,000. In the end, Korun succeeded in his conquest and established the Charnean Empire, building the capital city of Agnannet straddling the northern foothills of the Kuresh mountains right on the frontier between the Ninva desert and the highlands. Many of the monumental buildings and infrastructure build during the reign of the Charnean Empire remain, not only in the old city quarter of modern day Agnannet, but throughout the central regions of Charnea.

Refoundation

Finding themselves increasingly under pressure by the encroachment of surrounding nation-states on their ancestral homelands across the Ninva, a movement of brotherhood and unity began to spread across the Ninvai tribes, and many of the outlying tribes of the Shokletai that did not enjoy the protection of the Mawlen Sultanate. The Mawlen Sultanate itself was divided on the subject, and the Sultan and his supporters strongly opposed the unification of the tribes, which he viewed as being a serious threat to his realm. Elements of the Royal Army however, belied that the Sultanate and her people were not as safe from foreign incursion as the Sultan would have them believe, and viewed cooperation with the tribes, even unification, as necessary steps to protect their lands from surrounding nations. This internal tension would result in a coup by Mawlen generals to depose the Sultan, which succeeded. Just days later, on the 25th of February, 1816, tribal leaders from across the surrounding area would come to the ancient city of Agnannet, then only a minor outlying city at the edge of the Sultanate, at the general's invitation and convene there the Grand Convocation over the course of the following several weeks, agreeing to the terms of federation with each other, and with the generals involvement the dissolution of the Mawlen Sultanate to be reconstituted as part of the new unified nation taking shape.

The Grand Convocation was culminated on the 4th of March, with the ratification of the Edicts of Agnannet and the State of Charnea that exists today formally came into existance, with the ancient seat of the Charnean Empire named its new capital city as a symbolic gesture cementing the refoundation of Charnea over a millennium since the old empire's collapse. The many tribal militias alongside the military of the Mawlens were likewise unified to form the Inter-Charnean Army as an immediate deterrent to the further incursion of foreign powers, with the professional Royal Army serving as the core of the force and its resources distributed to the disparate groups of tribal warriors and militia fighters that now found themselves under the same banner. The Charnean diarchy was also established within the Edicts of Agnannet, with the first Executor voted in being one of the Mawlen generals and the architect of the coup that had deposed the Sultan, while the first Tamenukal was anointed soon after by a council of the tribal elders to elect their new monarch.
