Liberius XXI saw the Empire of Exponent through two major wars as well as a full-blown revolution, all of which served to hasten the decline of the already ailing empire.

After the Albandaean Crisis Liberius XXI did make good on many of his promises, abolishing the Hesperidesian Inquisition and taking steps to modernize all of Exponential society. The most important component of this modernization was the first ever complete, Empire-wide census, which provides many Hesperidesians with the surnames that they bear today. Prior to this, several families had adopted names through smaller regional censuses, but for the first time each and every citizen of the Empire of Exponent had a legal surname after the Great Census of 1900.
