Hachi, officially the Hachi Special Administrative Region of the Kingdom of Rumaztria (HSAR), is a metropolitan area and special administrative region of the Kingdom of Rumaztria on the southern Elkjop Bay of the Western Gulf of Ausiana.
Hachi first became an International Zone after the World War, it was decided to be protected by a majority of nations in the region. However, Jerku held direct control over the area and conducted high surveillance to protect it. The whole territory was transferred to Rumaztria in 1999. As a special administrative region, Hachi maintains separate governing and economic systems from that of mainland Rumaztria under the principle of "one country, two systems".
Originally a sparsely populated area of farming, fishing villages and a small city port, the territory has become a significant financial center and commercial port. Hachi has a major capitalist service economy characterized by low taxation and free trade, and its currency, the Hachi Ling, is a significant currency in the continent. Hachi is home to a high number of billionaires of any city in the world, and one of the largest concentrations of ultra high-net-worth individuals of any city in the world. The city suffers from severe income inequality despite a clear distinction of wealth, and a growing housing affordability and shortage crisis among the population.
