Early life
Born in 1961, the son of a Sharifistani Turk Police Constable and an African Sharifistani schoolteacher, Bilal Effendi aspired to be a police officer from the age of five years old.
He behaved well in primary school despite racial abuse from some other pupils and then attended Sultan Mehmed Grammar School leaving with Four Advanced Levels (Turkish, Psychology, Sociology and Islamic Studies).
University education
During his time study criminology at University he subscribed to certain right realist views on the importance of community cohesion and zero-tolerance policing.
Law enforcement career
After training as a Royal Gendarmerie officer, Bilal Effendi policed numerous military bases and was on numerous peacekeeping deployments, receiving the Distinguished Gallantry Medal for actions during the Rwandan genocide. He also received the Detective of the Year Award for solving a series of particularly violent muggings in the City of Industry Central District. He became involved in anti-corruption because of encountering bribery as an Inspector.
Death
He died of gun shot wounds during September 2021, as he was investigating the death of two people (the prison officer Muhammed Demir and an unknown prisoner) and allegations of torture, both at City of Industry Central Prison.
