Noria, offically known as the Outer Union of Noria, is an authoritarian state based within the rim. It is primarily located on a number of moons surrounding Deimos, as well as a number of surrounding stations and asteroids. It is the largest and primary state of Deimos, taking over many security and economic functions for the other semi-independent states of Deimos.
