Noria, offically known as the Outer Union of Noria, is an authoritarian state based within the rim. It is primarily located on a number of moons surrounding Deimos, as well as a number of surrounding stations and asteroids. It is the largest and primary state of Deimos, taking over many security and economic functions for the other semi-independent states of Deimos. Noria is best known for its efforts during the war against [The Golden Circle], where it was one of the few outer rim nations who actively resisted and fought the khan's golden fleet. Noria is considered a meritocratic dictatorship, where the leader of the nation wields large amounts of power over the creation of laws. However, this position of "Emperor/Empress" is not a hereditary title, but instead a position taken by the person in the nation deemed to be the most fit to rule.

History

Colonization and Foundation

The moons of Deimos were first colonized in the year 2126, just two decades after the ash wars left Terra in shambles. Unlike the other two gas giants, the colonists were not corporate colonists or criminal organizations, but refugees from Volgia looking for a second chance. These settlers established colonies on all 23 moons, forming them into trade ports and shipyards for farther expansion into the rim. The moons of Deimos soon became some of the wealthiest in the rim, drawing in trade and colonists from both the inner system and belt. These moons were all independent from eachother until 2135, when Junipar, Bodyn and Nassau formed the Deimos League of Moons(DLM), a unifying coalition between all current moons. This coalition soon became fractured, with Junipar's push for democracy to come to Deimos. This did not sit well with the mostly authoritarian local governments, which led to most of Deimos's moons breaking away from the DLM in 2164.

The DECS and the founding of Noria

The relative collapse of the DLM led to over 3 decades of small-scale conflicts between the moon, most significantly between Bodyn and Junipar. Out of this fighting formed the first alliance that would eventually become Noria; the Deimos Economic Cooperation Sphere(DECS). Formed in 2198 by 5 moons(Bodyn, Nassau, Berlin, Rissili and Noris), the DECS was originally an economic-based alliance, made to make trade between the 5 moons much easier. Because of the ease of getting different products and materials from each other, each moon could more specialize in a single area of production, such as agriculture or mining, which led to an economic boom for the 5. This Boom was especially good for Noris, the smallest of the 5, which could use this new money to invest into a massive reform of their state, which up to that point had been an ineffective pseudo-democracy. This massive reform involved the introduction of many of the systems within noria seen today, such as the abundance of ministries, tiered levels of citizenship, as well as the important idea of the meritocratic Dictator. This reform proved itself to be unbelievably effective, soon leading to Noris's rise within the DECS, soon overtaking Bodyn as the administrative hub for the DECS. With growing ties between the moons of DECS, Noris put together a proposal to unity all 5 moons under 1 state, to be named Noria. This proposal was accepted in 2246, with Noria being officially formed in 2250.

Geography

Noria is officially made up of 13 separate moons which orbit the gas giant of Deimos. Each moon has its own distinct environment, however all 13 moons do not currently have the ability to sustain human life on its surface. Therefore, each of the 13 moons has a sprawling complex of subterranean, shielded and domed habitats, which is able to sustain not only human life, but also heavy agriculture and industry.

Climate

Due to the harsh environments on all of Deimos's moons, Norian settlements are exclusively found either in protected cities or in large subterranean complexes. Due to this, Norian settlements are heavily climate-controlled, to ensure a safe living environment for all citizen. Although they are all adjusted to different conditions, depending on the moon, They all emulate a relatively temperate and dry environment, similar to that of more temperate parts of the Volgian plains.

Environment

Noria, being a colony state, is primarily covered in human development, although there has been pushes to add more greenery to many of the cities across the moons. Norian cities often exist deep under the surface of the moons, where they are defended from both attacks and debris falling on them. Because of this, Noria has often been called a very grey and unappealing place to look at, with very little of the cities being able to see the surface.

Each Noiran moon has its own energy production capabilities, with the size and complexity of the infrastucture being subsiqently reliant on the moon's need of energy. some Smaller moons often use small fission reactors or geothermal generators for power, But most utilize networks of large, high-yield Fusion Reactors to produce ample power. Due to prior issues with private corporations, all energy production facilities on Norian moons are owned by the Ministry of Energy and power is Included in all of Noria's tiers of citizenship.
