Mao was born in Shanghan. After graduating from secondary school in 1969, he was sent to Central Yuan where he worked in the Central Construction Army Corps. He joined the Communist Party of Yuan in 1981 and was posted to the Foreign Ministry where he accompanied delegations to the UCSS, Elastan, and Haduastan.
