According to Sotty's biography, a sailor from TBD took pity on him, and adopted him as his own, bringing him back to (TBD) where he was sent to school and studied at a university. In gratitude, Sotty would adopt the sailor's surname as his own. However, most historians dispute the veracity of Sotty's claims, citing Imaguan census records from 1891 reporting that he and his siblings lived with his paternal uncle near [[Lundholm]], his surname not matching grammatical rules in the TBD language, and his "penchant for embellishing stories."

Prior to the construction of Camp Devon, it was part of the four municipalities of [[Mennone, Imagua and the Assimas|Mennone]], [[Mosconi, Imagua and the Assimas|Mosconi]], [[Rosso, Imagua and the Assimas|Rosso]], and [[Chiumento, Imagua and the Assimas|Chiumento]], with the general area being very much rural throughout recorded history.


After the [[Tripartite Agreement]] was signed between the governments of [[Estmere]], [[Tacunia]], and [[Imagua and the Assimas]], Tacunia expressed an interest in opening bases outside [[Thorebourne Naval Base]]. Thus, in 1958, Imagua and Tacunia signed an agreement, which allowed Tacunia to operate bases across the rest of the country, in exchange for Imagua paying the costs to construct the bases and other military facilities.
In 1899, Sotty moved to [[Cuanstad]] where he took a job as a dockworker. His experience as a dockworker made him interested in politics, particularly as he resented "contributing to the economy of Imagua but not having a say in the politics of this land." This led him to becoming involved with the [[Dockworker's Union (Imagua)|Dockworker's Union]] by 1900, and by 1903, he would join the [[Labour Party (Imagua)|Imaguan Subsection of the Estmerish Section of the Workers' International]].

After the agreement was ratified by both states, the Imaguan government {{wp|expropriated}} the land that would make up Camp Devon in 1960, compensating the owners of the expropriated lands with 5,000 [[Arucian shilling|shillings]] (in 2020 shillings, 403,980ſ57, or [[Euclo|€]]53,672.95). The following year, construction began on Camp Devon.
 
Over the next seven years, Imaguan construction workers constructed the buildings and associated infrastructure required for the [[Tacunian Marines|Commonwealth Marines]] to operate from Camp Devon. Climatically, like the rest of [[Imagua and the Assimas]], Camp Devon experiences a {{wp|tropical monsoon climate}}, with the yearly average highs being 32 °C (89.6 °F), and the yearly average lows being 20.5 °C (68.9 °F). The wet season is generally from May to October, while the dry season typically lasts from November to April, although the months of April and November receive more rain than any other month in the dry season.
 
The highest recorded temperature at Camp Devon was at 35.9 °C (96.7 °F) on 1 August, 1939, while the coldest recorded temperature at Camp Devon was at 12.7 °C (54.9 °C), on 15 January, 1911.

Concerns in the Tacunian Parliament and from NGOs have been raised regarding the labour rights of the civilian contractors for Camp Devon. The locally sourced contractor companies that provide the base with cooking, medical and other secondary services are subject to Imaguan labour law, and thus companies who have received these contracts have taken advantage of it to cut costs. Many workers, which are often of native Imaguan origin, work for salaries severely below average when compared to the same function in Tacunia or even other Tacunian military bases abroad.
