Historically, formal relations between Kylarnatia (through Cathalina-Magea) and Kozakura begun in the mid-18th century when the latter started its creation of a diplomatic and trade relations network in Esvanovia. A Kozakuran diplomatic delegation, led by Princess Zano Heijisha of the Orinami clans, begun in Cathalina-Magea in 1765, with a subsequent foreign visit in the Kylarnatian mainland in the following year. Princess Zano's diplomatic expedition soon the current precedent in Kozakuran foreign policy towards extraregional territories.

Foreign relations of Kozakura is the responsibility of the Foreign Affairs Directorate, currently headed by Zema Hayosa, the incumbent President of Foreign Affairs Policy and the Director-General of the Foreign Affairs Directorate.

Introduction

Kozakura is a city-state situated in the southeastern peninsula of Major Kistavich. It is a major trading hub with significant space launch capability. Kozakura also posseses technologically-advanced military forces with foreign deployments across Esvanovia as part of its defensive doctrine of Sai teiku (再テイク, The Retaking). It is a significant technological hub, with significant investments in Heuristic Controllers, Quantum computing research and robotic development. Succeeding Shogunates following the 1979 military coup has pursued a foreign policy of balancing and alliance building among regional and great powers and follows a strategy of principled stability and shared prosperity. Kozakura has advocated for laissez-faire capitalism and socially liberal policies.

 Arcadie - République Autonome d’Arcadie Yes Kozakuran-Arcadie relations remain informal since the years of the former Kozakuran Empire until the two sides signed defence agreements in 2014, allowing Kozakura to establish military bases in Arcadie. While a Kozakuran intent on forming trade relations with the Yuldo Special Self-Governing Authority resulted in a diplomatic protest from the Arcadie, Kozakuran diplomats reassured Arcadie officials of its bilateral security commitment.

In addition to the security agreement, various bilateral cross-cultural and economic treaties were signed in the following years fostering positive relations.

This arrangement came to an end in 1979 when the Yamauchi Shogunate took over in a bloodless coup and began the Fukkatsu period. Foreign missions were once again allowed to operate outside of their protecting powers. Kylarnatia (through Cathalina-Magea) resumed their diplomatic relations in 1982, one of the first to resume relations after nearly 30 years of isolationism.

From 1952 to 1979, Meridon and Marquesan were designated as protecting powers for various diplomatic missions in Esvanovia during the Sakoku Period. Meridon hosted various diplomatic missions from nations east of the Anagonian Ocean and the East Arvolken Sea.

Current Kozakuran-Meridonian defence agremeents range from military arms procurement, technology transfers, and constructing Kozakuran naval designs in Meridonian shipyards. In addition to these defence agreements, cultural, economic agrements were signed as well.

 Neo-Korea - State of Neo-Korea Yes Historically, Kozakuran-Kāichrén relations were generally non-existent, owing to a lack of historical interaction or shared geopolitical causes. Following the Kozakuran cessation of hostilities during the Great War, and the subsequent post-war territorial losses it suffered, it became the general historical line of thought in relation to Kozakura that it represented a drain on resources and a general “wasted ally” during the course of the Great War. Despite this assessment, defence acquisitions through third parties were made in the late 1997 when the Kozakuran Grand Army chose the NMT-92 Sangaku as their third-generation main battle tank.

Relations remain frozen until the 2015 Marquesan Intervention, and the rapid Neo-Korean realignment against Aureumterra which followed, that relations were re-established.
