The Ancient Empire of Kylarnatia (Seraphic: Imperium Antiquum Kylarnatiae) is an Empire, ruled by an Absolute Monarchy, with its main state situated across the North of Gholgoth. The whole empire, however, crosses several other regions, such as Greater Dienstad and Varathron. Kylarnatia is currently ruled by the current monarch, Caesar Silvier Catharina Silvanus IV.
At twenty-three million square miles (60.625 million km²) and with over nine and a half billion people in the mainland alone, Kylarnatia is the twenty-seventh largest nation in Gholgoth in terms of population. It has the fourteenth largest GDP per Capita in the region, and is third for highest tax rates. The Imperium holds land borders with Sambizie to the north and then maritime borders with Crimmond to the south, Schultaria Prime to the west and Vetalia to the east.
Kylarnatia is currently apart of the Gholgoth Regional Alliance, the Conglomerate, the Grand Unity Nexus, the Allied Nations Treaty Organization, the E20 Economic World Congress and the World Assembly. Kylarnatia is also, at present, an Observer of Imperion Coalition and is, in events of full-scale war or uncertainty, in union with Sambizie under the jurisdiction of the Phoenix Blood Pact.
Etymology
The name Kylarnatia (Pronounced: Ky-lar-na-tee-a) is believed to have come from the name Kyle, that of Kyle Gnaues Francis, and the name has a variety of meanings, such as channel, strait and narrows. In some cultures, Kyle means: Dweller at the Narrow or Strait. However, experts believe Kylarnatia wasn't called such for that reason, and that The Grand Mother constructed the name from that of her fathers.
History

Pre-History (20,000 B.C.)
Very little is actually known of the Pre-History of Kylarnatia, as to who or what roamed the land. Scientific and Geographical studies which have been conducted suggest that the climate would have been quite humid, and that a lot of modern day Kylarnatia would have been sodden marshlands. Primates frolicked in these areas, such as the Gibbon, Oragutans and Chimpanzees, with Mountain Gorillas once living at the Titan Mountains to the North. Skeletal evidence also suggests that Homo erectus were prominent in certain places around Kylarnatia, such as Kom Ombo to the North-East, the island of Philae to the South and even where Krytopia is today, in the South-West of Kylarnatia.
It is believed that the Homo erectus slowly evolved over time due to the drastic changes in the climate, with the marshes slowly turning to flatlands, the vegetation retreating to the river (known as modern times as the Blessed River) and that is where some of the erectus moved to, though evidence suggests that the West was still very dense, and those there remained. With evolution and contact with others, specific groups began to form, and breeding was prominent. Evidence even suggests that they began to function as families, with certain groups being buried in one area, and then another group in the next. Although some experts speculate these could just be mass graves, with the bodies being tossed into holes, scientific analysis of remains have proven that, for example, all the remains in one mass grave found at Genua were biologically related. There is speculation, however, that some of this was due to inbreeding. Scientists have accepted that it is possible, however wave it away saying that it is "Irrelevant to the wider picture."
With the gradual evolution into the Homo sapien, the Modern Kylarnatian is seen to take shape from skeletal evidence. The development of Individual Thought is also evident, with cave paintings and even the early development of written communication, also suggesting that more verbal communication was being attempted. With this, groups began to establish identities, and even began to create ruling structures in which one individual would have to follow what another said, and so on. Individuals also began to name themselves, with one burial site found in a cave featuring many markings and very early signs of Latin scripture, and from that one of the female skeletons there is believed to have been called Gaia.
The Rise and Adaptation of Tribal Settlements (10,000 B.C. - 300 A.D.)
With large groups beginning to form in the main areas of what is now known as Kylarnatia, identities for these groups began to take shape. In the North, they began to affiliate themselves with the Ox, due to coming into contact with the Sambizian people, and studying their farming methods. Those in the East, affiliated themselves with the Gold-tailed Fox or Kylarnatian Fox as it is now known. Those in the West, affiliated themselves with the Black Cobra, and are a tribal group that still exists to this day. Those in the South affiliated themselves to the Beetle, and were the second tribal group to come into contact with foreigners, with Crimm settlers sailing across the Venom Strait in the First Century AD.
These four tribes would come to be known as the Boves, the Aurum Velit, the Coleoptera and the Serpentes.
All four tribes, in their early stages, began to structure themselves in a Tribal manner, with all members of the respective tribes taking on simple tasks without much of a social distinction between each other, apart from one of the individuals acting as the Chieftan. This simple structure of order and responsibility made it easier for the people to work together, and made the 'early diplomacy' between all four tribes more social then governmental. Some experts have cause to believe that these attempts at Tribalism ultimately failed due to the amount of people, and others cannot deny that. However, other experts counter it by suggesting that there was an additional "Sub-division structure." Which meant that the people could have been broken up into smaller tribes, but working under the same main banner.
Yet whatever the case, it's true that the small and simple structure didn't last. Though it wasn't because of the amount of people, it was because of influence from other nations and people, who had already developed far much more complex leadership structures. The North and South started to become more advanced and structured by the first century A.D., as they grew much more close to their foreign friends, the Boves forming a more Autocratic structure, with the rule of a Pharaoh (though some argue that the monarch was deemed a Sultan, but it's really hard to tell due to limited sources). The Coleoptera are believed to have become a Vassal state of the Crimm, the first noted record of Crimm 'advice' coming from 110 A.D. In addition to this, the North and South were able to philosophise, after gaining the more accurate knowledge to do so.

The government of Kylarnatia (or, at least, its legisative half) is perhaps one of the oldest political institutions on the planet, with its first incarnation being formed some time around the mid-to-late 14th Century. The Monarch is still the sole decision-making authority in the Imperium, a factor that has marvelled as well as recieved a fair amount of criticism from foreign political commentators. There is also a bicameral legislature, named the Chambers of the Imperium, made up of an upper house, the Imperial Senate (Latin: Imperalis Senatus) and the lower house, the People's Court (Latin: Populi Aula).
Government Structure
The Caesar
The Caesar of the Imperium Antiquum is the head of state and government in Kylarnatia, and is the sole-descision maker in the entire system. Not only can they propose and amend legislation, they can do so without scrutiny and they're the only ones who're able to pass legislation and make them law (although, ceremonially, it is the Imperialis Senatus which passes laws). In the actual political process, the Caesar has the power to appoint and dismiss the Lords of the Senate, make judicial and ecclesiastical appointments, call a meeting of the Imperialis Senatus or Populi Aula at any time, as well as suspend them both for a brief amount of time (for a maximum of six months). In theory, this means that the Caesar has the unlimited power as the position of an absolute monarch demands. However, Kylarnatian political commentators have stressed that in practice, that it isn't always the case and that many times the Caesar can be politically pressured by their Imperialis Senatus or by the people to reconsider their position, and in order to consolidate power they do so. One example of this was when Caesar Georgius proposed the merger of both the armed forces and the police force, but he was publically forced to back down on the proposal after public disconent over the issue. His granddaughter, the current Caesar Silvier IV, has been said to have considered the idea of re-proposing the legislation.
Caesar Silvier has been quoted as saying, in regards to the sovereignty of the Caesar's power: "Power is immeasureable. It is better therefore to be contained within one strong individual who can be supported in their actions and decisions, than a mass of individuals who're likely to become collectively irresponsible with that power."
