The Secretariat of Military Industry (Nahuatl: Амаꙟакуилоян Куахтекуиꙟ, Amatlacuiloyan Cuauhtequitl, АКТ) is a department of the Zacapine federal government overseeing the national defense industry. It is the central organ of the state-dominated military-industrial apparatus in Zacapican, funding and coordinating R&D design bureaus as well as the military factories and dockyards where aircraft, vehicles, maritime vessels and other types of equipment are manufactured and assembled. Because of the enormous manpower employed throughout the Zacapine military industries and its various factories and development institutes, the Secretariat of Military Industry has grown to become the largest single employer in Zacapican with 1.7 million workers associated with its various departments and bureaus, or roughly 4% of the national workforce. The Military Industry Secretariat operates at the behest of the Navy, Army and Internal Affairs Secretariat responsible for the Zacapine National Guard, translating the capabilities requested by the three Zacapine military organs into equipment in serial production through a highly centralized and state-dominated research-to-production system. Design bureaus are assigned to experiment with new technologies and develop testable prototypes meeting the capability requirements set by military procurement demands, usually competing against the prototypes generated by other design teams tasked to the project by the central administration. Once a prototype accepted into production, the central administration assigns a manufacturing center to begin serial production which is usually assisted by the designers to ensure the output of the production line meets specifications.

Civilian control of the military procurement system through the Secretariat was established following the breakup of the Zacapine Armed Forces into its independent components in 1921 in order to eliminate the adverse effects of inter-service rivalry within the military on the development and manufacturing of war material. The Secretariat's highly centralized system was established to entirely eliminate the wastage of resources in the duplicate research and redundant designs seen in the early Zacapine military industry as well as in the system private military contractors that is prevalent in other countries in Norumbia and Oxidentale. The rigid, top-down nature of the Secretariat's experimentation and design processes in particular is criticized for limiting the freedom of subordinate design bureaus to freely experiment and develop proposals outside of the scope of Secretariat assignments stemming directly from military procurement requests. However, the highly centralized and streamlined nature of the Secretariat's manufacturing infrastructure allows it to benefit from economies of scale as well as the standardization of machine tools and components, significantly reducing costs which in turn has expanded the purchasing power of the Zacapine military procurement budgets.

Headquarters

The Secretariat's central office occupies the Tetzotzonque building in Cechiuhnaucan, located in the southern government quarter in close proximity to the Tecpanchan, the Zacapine government palace and official residence of the Tepachoani. The Tetzotzonque is a cube-shaped structure with a height and width of 100 meters, giving it a squat, blocky silhouette to the nearby 170 meter central tower of the Tecpanchan. The building also stands out because of the striking reddish-orange color of the weathering steel panels that make up most of its's exterior face, easily visible against the grey stone and concrete facades of the nearby buildings, and earning the structure such popular nicknames as "Rustbox" (мошишакашиꙟ) or "Big Red" (хуейи ꙟаухйо). The structure, completed in 1954, houses the offices of some 2,550 administrative employees and acts as the central nexus for coordinating the activities of all th subordinate factories and bureaus the Secretariat is responsible for. An additional 785 administrative employees work out of a satellite office in the western quarter of Cechiuhnaucan, a building which was the Secretariat's original headquarters building from 1921 to 1954 when the Tetzotzonque was completed.

AKT indices

The Secretariat of Military Industry assigns an index number to all munitions and equipment that it manufactures for the Zacapine Navy, Army and National Guard. The AKT Indices are standardized for easy identification of any type or model of production item, following a <letter><number<letter><number> format with the addition of some alphabetic suffixes for special equipment categories. The first three digits of a given AKT index are an alpha-numeric combination indicating the specific category and sub-category a specified item belongs to, while the last number is the item's model number, which is usually but not always based on the year production was ordered in the Zacapine Cozauist calendar. The AKT index of a given type of equipment represents its industrial designation, which can vary from the service designation given to that equipment type by the military forces or from the project name assigned by the R&D bureau that authored the design for that type. For instance, Zacapine combat aircraft are most commonly referred to using their service designation rather than their AKT index, while most ballistic and cruise missiles produced in Zacapican have no special service designation and are known only by their AKT indices.
