Government of Zacapican

The Government of Zacapican (Nahuatl: 𐐓𐐯𐐷𐐰𐐿𐐰𐑌𐐰𐑊𐐨𐑆𐐻𐑊𐐨 𐐞𐐰𐐿𐐰𐐹𐐨𐐷𐐬𐐻𐑊, Teyacanaliztli Zacapiyotl) is the administrative component of the Zacapine state which is contained within the executive branch of the federal government headed by the Tepachoani. The Tepachoani is the supreme chief of the administration, followed by the Chief Secretary (Huei Amatlacuilo) who is the second deputy of the Tepachoani after the Vice Tepachoani who supervises the legislature. The Chief Secretary takes on various duties in supervising the cabinet and the many ministries of the state, termed Secretariats (Amatlacuiloyan). The Secretary of each of these ministerial organs must supervise a variety of subordinate agencies and at times state-owned calpolli entities in the realization of their duties. Budgetary and jurisdictional disputes between agencies and Secretariats are the concern of the Chief Secretary, whose primary function is to maintain cohesion within the government on behalf of the Tepachoani freeing them from many of the petty aspects of leadership needed to keep the government operational at the highest levels, allowing the supreme chief to focus on decision making and policy.

The overall headquarters of the government is in the capital city of Quitzapatzaro. Within the capital itself, the Tepachoani and their staff reside in the formal seat of government in the Huei Tecpanchan. Meetings of the cabinet and major decisions involving the Secretariats are typical made in this building, or relayed through its staff if the Tepachoani is elsewhere. Each of the Secretariats have their own separate headquarter buildings for their respective organizations across the capital city, mostly centered in the old Mictlahuic quadrant of the city. However, this geographic focus does not apply to the myriad subordinate agencies within each Secretariat which have their own headquarters all across the country, with many of them being established in large population centers like Angatahuaca or in locales relevant to their area of responsibility, such as the location of the Zacapine Authority of Outer Space Affairs or Cenyacanaliztli Cualantme Citlalli Zacapiyotl in Tzopilopan, the birthplace and primary nerve center of the Zacapine space exploration initiative.

The Secretariats

Foreign Affairs

The Foreign Affairs Secretariat, headed by Amatlacuilo Petztetl Orundellico, is the diplomatic organ of the Zacapine state through which it engages in bi-lateral relations with the nations of the world as well as with the international and supra-national organizations of which Zacapican forms part. It is one of the smaller Secretariats in terms of its manpower and total employees, but also one of high status and importance within the state. While the headquarters of the Secretariat reside in Quitzapatzaro, its heart lies in Angatahuaca where the Diplomatic Academy lies. The Academy is a holdover from the era of Aztapamatlan, an ancient and venerable institution of Zacapican and the Heron Empire before it dedicated to the formation of a well educated and well trained caste of envoys, ambassadors and diplomatic staff. Unlike the diplomatic services of many other nations, the diplomats of Zacapican are not high ranking politicians assigned to diplomatic posts as a means of advancement but rather specially trained functionaries prepared specifically to fill an assigned role in the diplomatic corps.

• Nahuallachpampa Cocotic Calan - External Intelligence Service. The NCC is the civilian intelligence office dedicated to foreign operations, whose operations focus on open-source and human intelligence. It was established in order to formalize the system of diplomatic reporting and information gathering which exists in the Zacapine diplomatic corps, and now primarily operates through Zacapine embassies and consulates across the world in order to ascertain the condition and intentions of the nations of the world. It remains subordinated to the Foreign Secretary, as many important people of the NCC's intelligence gathering network are members of the diplomatic corps and staff of the embassies.

Interior

• Tlecopatl Tlapouhtme Cepan Tlacatlatocayomeyotl - United Republics Office of Statistics, responsible for the collection of data and the creation of official statistics for the public benefit and for the use of policymakers in the government and the Necentlatiloyan. It interfaces with subordinate offices gathering data within the other Secretariats, including the scientific survey offices of the Science Secretariat. It is established along with its subordinate offices in a major government complex in Necuchiuhpan.
  • Tlecopatl Huilanoni Tepohualli - Subordinate Office of the Census. The Census Office is the only one of the statistical offices directly subordinated to the Office of Statistics and the Interior Secretariat.
• Teuctlatoloyan Itztoc Acopa Teyacanaliztli - State Oversight Commission. The TIAT serves a dual function as the main counterintelligence and anti-corruption organ of the state. It is responsible for the investigation of the state itself and those agents, bureaucrats and politicians that are its components. The agency was originally established within the Secretariat of the Interior in order to use the information and statistics gathered by the Office of Statistics from within the government itself to detected discrepancies and investigate inconsistencies in the data which could indicate malfeasance, embezzlement or other forms of corruption of the state's agencies. From the position of investigating the officers of the state for corruption, the TIAT would subsequently expand into its secondary role by investigating these same officers and agencies for signs of espionage by foreign intelligence services as well as infiltration by internal groups in the country, particularly the penetration of organized crime into the offices of the state. Because of its duties, the TIAT occupies a privileged position within the Interior Secretariat in which the agency formally operates within the Secretariat but is de-facto independent and reports directly to the Chief Secretary and, at times, the Tepachoani personally.

Defense

• Olochtli Yaotlapixpampa Acohuic - Superior Military Intelligence Group, the paramount directorate of intelligence within the military hierarchy, to which all other military intelligence units within the different military services report. The OYA generally operates in the forms of technical intelligence where the NCC does not, such as geospatial, signature, technical and signals intelligence, although some capacity for human and open source intelligence gathering exists within its hierarchy. Unlike the NCC and the TIAT, its civilian foreign and domestic counterparts, the OYA operates in a far more covert and understated fashion as its operations often entail the violation of laws and regulations unlike its counterparts which typically operate with discretion but without total secrecy or concealment and well within the law. It is headquartered in Yaoyotepec alongside the military command.

Agriculture

• Cenyacanaliztli Cualantme Hueayotl - Maritime Affairs Authority. This organ of the Agriculture Secretariat is the main supervisory organ for the Zacapine fishing industry and all of its facets. It is responsible for establishing and enforcing the standards for fishing vessels and their maintenance, rules regarding the operation of these vessels and the conduct of fishermen at sea, and the curtailment of overfishing. The CCH conducts inspections of fishing vessels, becoming involved in investigations into maritime disasters and incidents involving such vessels, and also conducts surveys of marine life specifically to ascertain the state of the fisheries and regulate fishing in certain parts of Zacapine waters accordingly. Its responsibilities with regards to the safety of fishing vessels overlaps with the duties of the Office of Maritime Safety under the Secretariat of Transportation, while its conduct of marine life surveys and assessments of the fisheries overlaps with the United Republics Oceanographic Survey under the Secretariat of Science and Technology.

Public Works

Main article: Public Works Secretariat of Zacapican

The Secretariat of Public Works is the organ of the government responsible for driving the state-controlled expansion of the economy and of the country's urban centers and infrastructure. It controls the construction, maintenance and demolition of most buildings and structures across the country, ranging from residential and industrial buildings to conventional infrastructure projects such as bridges and dams.

Science and Technology

• Tetlamamaquiliztli Yancuic Amantecayotl Tlapalihuiztli - New Technology Initiative Administration, the administrative organization responsible for funding, overseeing and staffing the YAT program design and engineering bureaus. The TYAT is considered the central organ of the technological portion of the Secretariat's purview as it is the heart of the Zacapine engineering establishment and has been credited as the main driver of technological development and innovation in the Zacapine system.
• Cenyacanaliztli Cualantme Citlalli Zacapiyotl - Zacapine Authority of Outer Space Affairs, which was created to replace the Mixpetzoaliztli Citlalli Zacapiyotl (MCZ) national space agency when it was reformed into the modern United Space Exploration Authority, a supranational agency overseen by both Zacapican and Pulacan. The CCCZ administers the Zacapine portion of this bi-national space exploration initiative, employing the scientists and engineers, maintaining the launch facilities and specialized production centers, and operating the training facilities vital to the function of the United Space Exploration Authority on the Zacapine side. While it is formally a part of the Secretariat of Science and Technology and the Zacapine national government, it is in practice subordinated to the Union of Unions, the bi-national organization which operates the space program. Although much of the infrastructure under the control of the CCCZ has moved to Angatahuaca over the years, the seat of the organization remains in the old MCZ headquarters in Tzopilopan.

Energy

• Cenyacanaliztli Cualantme Atomtic - Nuclear Affairs Authority, responsible for the oversight of all applications of the nuclear sciences across Zacapine industry. This originally entailed the operation and supervision of the Zacapine nuclear program and the country's many nuclear power plants. However, this would later be expanded to include all radiological technologies in Zacapican including those employed outside of the context of power generation. Specifically, the CCA's area of responsibility now includes medical radiology equipment, which previously fell under the supervision of the Hospitals and Medical Practice Authority under the Secretariat of Public Health. However, after many orphan source incidents took place in part due to negligence on the part of regulators, these responsibilities were assigned instead to the CCA with its greater expertise and focus on dealing with potentially dangerous radiological materials. It is headquartered in Quitzapatzaro.
  • Teuctlatoloyan Atomtequitlacacoca - Nuclear Safety Commission. This specialized bureau was created in the aftermath of the Zacatlilco incident as a dedicated body conducting safety inspections and audits of power plants and their reactors, as well as the transportation, waste storage and fuel processing infrastructure associated with the nuclear industry. Unlike its parent organization, it is headquartered in Angatahuaca.
• Tetlamamaquiliztli Ikpitikamatlatontli - Electric Network Administration, responsible for the function of the national power grid. This organ of the central state interfaces with the grid controllers in the nine constituent republics and the major localities within them to ensure the regular flow of electricity. The central imperative of the Administration is to ensure that supply is able to meet local demand all across the country, and therefore has the power to order generation scaled up and down at different hydroelectric dams and nuclear power plants in different locations in order to ensure the steady supply of power and to avoid overloading any one power line when transferring power from one region to another. To this end, the Administration directly controls the power transmission equipment and may secure funds to expand and build new transmission lines when needed to keep up with the growing power demands of industry in a given area. It is headquartered in Quitzapatzaro.

Public Health

• Tetlamamaquiliztli Colhuia Tecocolizcuiti - Disease Prevention Administration, headquartered in Aquillican. It is responsible for conducting medical research on the causes of illness and making recommendations and restrictions in order to prevent such illnesses from occurring. The TCT generally functions as the state's medical advisory organ by providing a publicly available resource for education on the causes of wide variety of illnesses and various means to combat them. This are not always pathogenic illnesses, and may include cancer, genetic disease or various syndromes causes by industrial pollution. The TCT directly funds medical research into these illnesses and possible treatments or cures, including one of the most well funded cancer research initiatives in the world.
• Cenyacanaliztli Tlayotequi Cocoliztli - Epidemic Containment Authority. It is the organization tasked with making and executing epidemic contingencies on behalf of the national and constituent governments. The CTC is empowered to carry out any and all measures related to containing the spread of epidemic disease, including limited and expansive quarantine measures, screening and contact tracing. To this end, the organization maintains a significant workforce of medical personnel and major facilities across the country while no epidemic condition exists, in order to present a high level of preparedness in case of an infectious outbreak in the general population. The more mundane responsibilities of the CTC include developing and distributing vaccinations for common infections diseases such as influenza. It is headquartered in Aquillican along with its sister organization the TCT.
• Cenyacanaliztli Cocoxcacalli auh Ticiotl - Hospitals and Medical Practice Authority, which serves as the oversight organization over the nation's myriad clinics, hospitals, specialized treatment centers, senior living facilities and professional in-home care providers. It operates the national medical licensing organization to certify medical practitioners and authorize them to provide their services, imposing standards of professional conduct and ethics on pain of title revocation and even criminal penalties. The Healthcare Authority also directly funds the provision of healthcare as part of the Zacapine healthcare system.

Finance

• Tetlamamaquiliztli Tlanepantla Tlatopalhuia - Central Taxation Administration, headquartered in Quitzapatzaro. The TTT is the central pillar of the Zacapine state and the primary means through which the bureaucracies of the national and constituent governments are funded. The organization is responsible for the collection of taxes and duties, the main source of revenue to the treasuries of the state. It operates an extensive bureaucracy to investigate erroneous or fraudulent tax filings, to allocate benefits and tax credits, and to increase the efficiency of tax collection. It is the only organ of the state to pay for its own operation several times over. For every Amatl given to the TTT in its annual budget, 12 Amatl are returned through more efficient and effective taxation.

Industry

The Secretariat of Industry is the main organ of the state involved in directing economic development. It has been headed since 2020 by Amatlacuilo Talen Kyekruk, one of the few Ona in the upper echelons of Zacapine government. The efforts of the Secretariat and its subordinate agencies are focused on the construction of new factories and industrial plants to affect the expansion certain sectors of the economy, as well as the supervision of existing sectors and the calpolli associations within these industries. The function of the Supervisory Office is to monitor the activities of the calpolli in that industry, to regulate the output, and to render financial assistance under certain conditions such as when the production of a particular type of machine has significant positive externalities to the wider economy.

• Tetlamamaquiliztli Tequipancoquetztia Cepan Tlacatlatocayomeyotl - United Republics Industrial Construction Administration, headquartered in Tequitinitlan. This organ of the Industry Secretariat organizes the construction of factories, plants, and other infrastructure associated with the establishment of new industrial calpolli factory-communes and the government-led expansion of industry, as opposed to the organic expansion of existing calpolli funded by their own profits. Calpolli specializing in construction are contracted directly to work for the Administration on industrial expansion projects of this type.
• Tlecopatl Tlatoyotl Tequipan Acalquetztia - Supervisory Office of the Shipbuilding Industry, headquartered in Tecolotlan. Due to the outsized role that shipbuilding plays in the local economies of several Zacapine port cities, the role of the Shipbuilding office is primarily to prevent through various means the collapse or decline of the industry both on a nationwide scale as well as within any individual locality with a major economic dependence on shipyards for employment. Where the closure of local shipyards becomes an economic inevitability, it is the responsibility of the Shipbuilding office to relocate the calpolli workers and reconsolidate the industry to mitigate the social fallout of such an occurrence.
• Tlecopatl Tlatoyotl Tequipan Tepoztotoquetztia - Supervisory Office of the Aircraft Industry, established in 1944 following the commercial success of the Aztatl Association to aid in the further expansion of the aircraft industry in Zacapican. It is headquartered in Tecolotlan, the home city of the Aztatl Association and their main aircraft manufacturing plants which account for the bulk of the aircraft industry across the country.
• Tlecopatl Tlatoyotl Tequipan Yetepozzoquetztia - Supervisory Office of the Heavy Machine Industry. The oldest supervisory office, created to direct the nascent industry of the 1920s towards the production of machines and industrial equipment for the establishment of more factories and the exponential growth of the manufacturing sector. In the modern day, the Heavy Machines office directs and subsidizes the production of equipment needed to sustain other industries in Zacapican. It also directs the modernization of this machinery to affect the perpetual modernization of the general industry across the country and prevent technological stagnation from setting in into any major industry. It is headquartered in Tequitinitlan.
