The Tarsan Quasitores is the national police service of the nation of Tarsas. It is an organization of significant size and has duties ranging from road traffic control to anti-terrorism. The organization is one of four branches of the Imperial Tarsan Armed Forces. The Imperial Cultural Preservation Division, the Municipal Police Board, and the Border Patrol and Security Division are all under the umbrella of the Gendarme. The force takes direction from the Minister of Interior, who in turn takes direction from the Magistros, and the Lieutenant General, who answers to the Megas Domestikos. Both officials provide oversight in different aspects of the force with the Minister handling the civilian component of the force's operations while the military handles day to day operations, staffing, equipment, and assignments. The Hellenic Gendarme is backed by Imperial Decree, which was issued in 1854, and acts as the force's mandate.
Structure
Imperial Quasitores
The Imperial Quasitores is the national component of the Tarsan Police. Directly overseen by the military and trained to a similar level as professional soldiers, these officers are responsible for enforcing Imperial Laws that are in effect over the entire Tarsan Empire. The branch also provides staffing for enforcement of Cultural Exclusion Zones such as the Old City of Aenonesos. They also maintain a significant presence in the frontier regions of the nation such as Thrakios and the Eastern Marches, though they do not directly handle border policing operations. Guarding and overseeing day to day operations in prisons is also a key component of this branch.
Quasitores officers also serve to enforce traffic laws on Imperially maintained highways and handle jurisdictions in which Municipal Police are superseded, such as the Capital. Quasitores officers will be typically called in to assist local police forces in dealing with terrorism or hostage rescue situations. In the event of an invasion by foreign interlopers, officers are also capable of being called up as soldiers. Other key duties include potentially overseeing municipal police forces that are undergoing restructuring after a corruption investigation and even taking over police duties for high crime areas. Quasitores officers may also be called to major gatherings of people to assist the local municipal police in managing security at the event.
Imperial Cultural Preservation Division
The Imperial Cultural Preservation Division, or ICPD, is officially responsible for 'maintaining the cultural integrity of the Tarsan Empire; protecting its structures, history, morality, and culture against subversion and encroachment from heretical ideals and inferior cultures." The branch is managed by an official known as the Tribounos who is advised by a board of historical scholars, clergy, and other educators. ICPD officers are not generally armed in public with lethal weapons and serve as security for locations such as historic city centers, monuments, cultural heritage sites, and churches. They also work closely with the Ministry of Societal Development to manage building permits on or near historic sites. In many cases, ICPD inspectors must approve blueprints and construction plans for any updates or renovations to heritage sites. The Tribounos also works closely with the Education Ministry to manage the history curriculum taught in public schools. This initiative was introduced in 1987 in order to insure accuracy in history textbooks.
National Inquisitoris
Established initially by the church in 1601 during the expansion of the Empire, the National Inquisitoris serves directly under the Imperial Government and answers directly to the Magistros and Emperor after it was taken over by Imperial Decree in 1646. Tasked with investigating those who would violate, Inquistoris officers often work with military intelligence and do most of their police work covertly. They have historically been utilized to suppress illegal venues and gatherings such as strip clubs, brothels, gay pride demonstrations, and illegal abortion clinics. In recent years, increasing amounts of transgender activists have been suppressed. The Inquisitoris also was granted by Imperial Decree in 1995 sweeping authority to immediately act against suspected human trafficking rings, suspected pedophiles, and suspected illegal drug manufacturing sites. The branch is highly controversial in many circles in Tarsas and internationally due to its enforcement of perceived oppressive laws and practices.
Municipal Police Board
The Municipal Police Board is directly managed by the civilian leadership of the force. Military oversight is provided but this particular branch is mostly comprised of local municipal police forces in each of the 620 Bandon. Though the Board provides direct oversight and keeps police forces accountable, municipal police maintain a significant amount of autonomy and answer to a local elected official known as the Domestikos. Each Domestikos is responsible for overall management of day to day affairs in each municipal police force. Funding for these local police are paid for by local taxes collected by each Banner Council but usage of these funds are monitored through yearly audits conducted by the Municipal Police Board on each force. Police forces found to be mismanaging funds receive greater oversight by the Board. In cases of full on corruption, the Imperial Quasitores are called in to fully investigate and restructure the corrupt force.
The MPB also provides equipment lists and handles procurement of vehicles and gear for local police forces. Since 2008, a significant part of its equipment budget has been going towards the "Next Generation Policing Initiative", giving law enforcement technologies for more effective surveillance and crime prevention. Municipal Police currently do not manage any prisons and run local jails in their own jurisdictions. These jails are permitted to house inmates for sentences lasting no longer than six months. They also serve as holding cells for those awaiting trial before a judge.
Border Patrol and Security Division
The second largest branch of the Quasitores, the Border Patrol and Security Division is responsible for policing ports, airports, and land borders that lead into Tarsas. The BPSD has significant authority within their jurisdiction to search luggage and possessions, check documents, patrol border regions, and even make arrests if an individual looks suspicious or dangerous. The BPSD has some of the most advanced equipment of any of the Quasitores branches in order to combat terrorism and other threats before it reaches the country. They are most infamously known for their aggressive patrols of the Scipian border with Almadis with infrared camera gear aboard vehicles, drones, and aircraft. Thousands of migrants from Scipia are found and deported this way, provided they are not given temporary asylum. BPSD officers are trained and armed as professional soldiers in order to provide maximum security for key sites such as airports. There are non lethally armed officers, which handle tasks such as baggage checks and interfacing with travelers in customs, and lethally armed officers which handle security within airports and deal with disturbances or threats.
