The Dominion of Vespera (Alpanian: Dominium Vesperae), known as more commonly as Vespera, is a small confederal state of autonomous provinces in northern Aestia and southern Hibernia in the world of Verthandi. The Dominion is comprised of four multi-ethnic provinces, Sanctus Petrus, Sophia, Pregost, and Transvespera. It claims to be subject of the Holy Aventine Empire, although the Empire does not officially acknowledge its authority over the Dominion, and it is internationally considered a sovereign state. It is ruled by an Vicerex, or a Viceroy who wields Imperial authority in place of the Emperor. It was founded by settlers from the Empire began to settle around the Vesperan sea in 1543, with the establishment of the settlement of Sanctus Petrus. After years of settlement and colonization, in 1575 the Emperor established the Dominion, to put each province under an Imperial Viceroy; but the arrangement was also structured to preserve their autonomy. The Dominion would remain a part of the Empire for the next few centuries, and underwent more development and expansion. However, during the Clementine Wars, the Empire lost control of the Hestaica, losing their ports and straits which had allowed for maintenance of the colonies. The Empire acknowledged they could not maintain their hold over the Dominion, and so it became de facto independent, even though it still considers itself as a vassal of the Empire. The Dominion underwent several reforms and changes as it began to deal with independence, and trying to hold the diverse Provinces together. Although the Dominion is regarded as fairly traditional and conservative, the Dominion has to deal with rising leftist, separatist, nationalist movements.
