Jesús Raul Fonseca de Santos, known simply as Raul Fonseca, is an Auratian politician and economist currently serving as the Chief Director of theGlobal Institute for Fiscal Affairs (GIFA). Previously Fonseca was the 38th president of Auratia, having served from 2008 to 2015.

Fonseca was born in Villadad, a city in the Auratian state of San Esteban, and was raised in an upper middle class family. Fonseca attended the University of Puerto del Rey (UPuerto), the nation's most prestigous tertiary institution. While in Puerto del Rey, Fonseca married Bia Freire, who was training to become a nurse. Fonseca received a PhD in economics and became an economics professor. Fonseca served as an economic advisor to the Commonwealth Bank leadership and helped formulate the bank's policies following the Auratian economic crisis. Fonseca became UPuerto President in 1996. He was the third longest serving president of the institution until he was selected to become president of Auratia, a mostly ceremonial role. He was invested on 2 April 2008.

As president, Fonseca would preside over the leadership of Prime Minister Walter García and would see the first two years of incumbent Prime Minister Germán del Caserío until his term ran out in 2015. Fonseca would return to working at the UPuerto until he was selected to become the Chief Director of the GIFA, the position he holds today. He is the first Auratian to hold the post.

Because of his status as leader of the GIFA, Fonseca is among the most recognizable Auratians internationally.
