The National Guidance Council (Kayig: Միլլեդ Գըլաղուզլուգ Գոնսէեի, Milleti Kılağuzlik Konsey-i), abbreviated as MKK, is the highest policy-making authority within the Irfanic Society for the Repoublic and, by extension, Kadaria. The body collectively serves as the head of state and government of Kadaria, although in reality, the supreme leader holds both of these positions.

The National Guidance Council was founded originally in 1951 following the consolidation of various government opposition groups into the Irfanic Society for the Republic in the midst of the Mehr Revolution. Following the ratification of the Declaration of the Founding Principles of the Irfanic State, the National Guidance Council was officially established following the plenum 2nd Party Congress. The 3rd Congress tasked the National Committee of forming a "permanent body that could enact decisions too urgent for the deliberation of the National Committee." This initial National Guidance Council had only eight members, however by the 5th Party Congress in 1956, the council was expanded to 15, which it maintains.

Since the ratification of the Declaration of Founding Principles of the Irfanic State, the National Guidance Council has evolved from originally an advisory and emergency-decision making body within the Irfanic Society for the Republic to politically functioning as the ruling party of Kadaria itself. The body holds absolute power over every aspect of Kadarian politics and domestic life. The organization acts as both a functionary organization and the supreme command of the National Armed Forces, completely dissolving the boundaries between civilian and military administration in Kadarian politics.

Functionally, and despite the existence of the Meclis of the Irfanic State and Irfanic Society for the Republic, the National Guidance Council operates as the de facto legislative and executive organs of the Kadarian national government. The MKK is split up into two wings, known as commands: the Administrative Command and the Strategic Command. Each command consists of seven ministry-level departments that are assigned to one aspect of national governance (Administrative Command) or national defence and military affairs (Strategic Command). This results in 14 total ministry-level departments, but are in practice, much more limited in their capability due to the position of supreme leader and the power of the Irfanic clergy.

Operation

Responsibilities

The National Guidance Council's primary responsibility is the day-to-day running of the national government and state administration. To achieve these ends, it possesses numerous implied powers granted to it by the Declaration of the Founding Principles of the Irfanic State but also by the existence of the office of Supreme Leader of Kadaria, the de facto head of the National Guidance Council. Although divided into two separate wings, there is close coordination on policy between the two, particularly in security, financial, and foreign policy measures. State administration, consisting of the various functionary apparatuses of each secretariat or commission, acts as the main functional organs of the National Guidance Council.

The main responsibilities of the Adminsitrative Command are:

  • Deciding objectives of national government policy and the means to achieve said objectives
  • Making and implementing laws
  • Managing the national budget and state finances
  • Managing all foreign and domestic aspects of national security; including, but not limited to, negotiating, denouncing, or ratifying foreign treaties, mobilizing the armed forces, and appointing ambassadors and other international representatives.
  • Heading the national administration

The main responsibilities of the Strategic Command are:

  • Ensure personnel readiness of armed forces
  • Formulate strategic and tactical policy
  • Improvement of the structure and organization of the armed forces
  • Development and introduction of training manuals, tactics, and methodology
  • Development of military theory and practice

Additionally, aside from these broad goals, each member of the National Guidance Council is responsible for the running of their own state secretariat or military commission, similar to the ministries of more traditional western democracies.

Decisions

Decision making policy is one of the primary functions of the National Guidance Council, and is the primary way that it exercises power over the Kadarian state. The nature of these decisions vary from budget and annual finances to the deployment of security forces and other foreign affairs.

Prior to any vote, a draft is written by the responsible secretariat or commission that the business relates to. This draft is then distributed to the responsible secretary or commissioner for review, where it undergoes internal consultation. This consultation procedure involves correspondence between the draft's author, often times the senior technocratic head of the governmental agency, the state secretary or military commissioner of the responsible secretariat or commission, other involved parties, and the cleric charged with supervising the secretariat/commission. The purpose of this is to ensure moral, spiritual, and legal compliance with both pre-existing national laws, but also with Irfan.

Once the proposal is found to be satisfactory, it is then distributed to the other state secretariats and commissions, where it undergoes the same internal consultation process. The purpose of this is to ensure any possible legal and financial issues that may have been missed by the responsible party hadn't been missed during the first consultation procedure. In this process, the secretariat and commissions task their own senior professional technocrat to offer criticism and improvements to the draft. In practice, this rarely happens, however, because for proposals to have reached this stage, then it is implied that they were already overlooked and approved by the supreme leader. Only once this process has been completed, may the proposal be put on the agenda for a vote.

Although voting is in theory done through consensus decision-making, in practice, it follows the style of unanimous consent. All members of the National Guidance Council are expected to stand by the decisions of the council in external dealings, even if they personally may not agree with the decision taken.

Meetings

Meetings of the National Guidance Council are held at the discretion of the acting supreme leader. Under the Supreme Leadership of Enver Taşdemir, the National Guidance Council currently meets biweekly on Monday and Friday. Meetings are held at the Hemleyhem-i palace in Ispandikyan and begin typically at 8:30 am local time. There is no set length of time the National Guidance Council meets for, and it can vary between only a couple hours to as late as 7 or 8:00pm. Typically, meetings are adjourned around 5:00pm local time. Agendas for the meeting are decided prior to the holding of the meeting and operates on a color-code system based on the urgency of the decision.
