During the Ostrovian Council election of Lux 14th 1609, the ruling Farmers and Workers' Union party was returned to office with a reduced majority, winning eighteen seats to the Justice Party's eleven. Stephen James, a former member of the Justice Party, was re-elected as Speaker, while all members of the cabinet won re-election. The tipping point seat was Westwood, where Union candidate Robert Howell - a non-incumbent defending a Union-held seat - defeated Justice candidate Emily Brunt by 102 votes (8.6%). Westwood was Union's fifteenth-strongest seat, but due to the Speaker's presence, fifteen seats - not sixteen - are required for a working majority.

The boundaries for each district at the 1609 election

46,573 individuals were eligible to vote; the Prime Minister's Commission on Boundaries was required to allocate them evenly between all constituencies, leaving 1,552 voters in 13 constituencies and 1,553 voters in the other 17. The boundaries drawn by the Prime Minister's Commission for this election are depicted right.

All eligible voters who presented proof of their being a citizen and aged over eighteen on the day of the election were allowed to vote. 35,416 votes were cast, for a turnout of 76.0%.

The names of all incumbents are in boldface. Individuals who are not incumbents, but defending a seat held by their party, are in italics.

Esther Braddock is included in the Justice Party figures below. However, she has sat as an independent Councillor since Audax 1609.
