Gaþejeris "Eris" Fredrycesem Kellisyen is a Seketese politician who served as the Prime Minister of Seketan from 21 March 2017 to 11 April 2021. He served as a Member of the Commons Council for Conelibek University since 2010 and leader of the Socialist Party from 2014 to 2021.

Kellisyen was born in Conelibek in 1974, four years before the 1978 Seketese revolution. He joined the Socialist Party in his early adulthood and was elected as a Member of the Commons Council (MH) in the Hérvynsken in the 2010 Seketese election. After losing the 2014 election, Prime Minister & party leader Aleksander Aegis resigned, leading Kellisyen to become the leader of the party in 2014. After the 2017 Seketese election, the Socialist Party won a minority government and Kellisyen was sworn in as the Prime Minister of Seketan. His government tackled the COVID-19 pandemic in Seketan during its initial waves. His government lost re-election in the 2021 Seketese general election.

Early life

Eris Kellisyen was born in Fjedor, Gjenor, Seketan in 1974 to Pajrik, a school teacher, and Melissa Kellisyen, a nurse. In 1982 his family moved to Conelibek after his father got a position teaching at Cjetor Mynseau University. He enrolled at University of North Conelibek in 1992 in their law program and would attend law school at McGill University, and graduated with honours in 2001.

Upon graduation, Kellsiyen worked as a paralegal in Conelibek, and later became a clerk for Seketese Supreme Court Justice Antoni Fyesa.

Political career

During his time at University and as a paralegal, Kellisyen joined and volunteered for the Socialist Party. He had to revoke his membership with the party in 2001 when he worked for Justice Antoni Fyesa. Later he would rejoin the party in 2012 before running for office.

Member of the Commons Council

In 2010 Kellisyen was elected to the Hérvynsken for the district of Conelibek University for the Socialists. The election saw his party win a majority government, where Kellisyen served as a parliamentary secretary to the Minister of Justice until 2012, and under-minister for defence until 2014. Kellisyen would go on to be re-elected 3 times in 2014, 2017, and 2021.

Co-Chair of the Socialist Party

Shortly after being elected, Kellisyen was elected by the Socialist Caucus to be the co-chair of the Socialist Party. His other co-chair, elected by the members of the party, was Michel Hojekal. He would serve this role until elected leader of the party in 2014, alongside his parliamentary roles. After announcing his candidacy for leadership, he would resign his position.

Leader of the Socialist Party

After losing the 2014 Seketese election, Prime Minister & party leader Aleksander Aegis announced his resignation as both leader and MH. Kellisyen was seen as a possible candidate due to his role as co-chair and his popularity with moderate members and would announce his candidacy in January. His main opponent was former Defense Minister Markus Neilan. On February 12, 2021, Kellisyen was elected leader of the party on the second ballot, beating Neilan 57% - 43%. The next day he was sworn in as Leader of the Opposition.

Prime Minister of Seketan

Kellisyen was elected Prime Minister in 2017, after defeating the incumbent National Conservative government under Tomas Serdoa, returning Seketan to Socialist Party control. He formed a left-wing coalition government with the Labour party. On March 21, 2017, he and his cabinet were sworn in by President Fjedor Alesk. The coalition agreement outlined plans to restructure Seketan's pension system, withdraw from Serdoe's EU Economic Plan, and continue the Lake Seketan harbour project. This coalition agreement was controversial due to the many walk backs Kellisyen agreed to, such as his previous opposition to the Lake Seketan harbour project due to environmental concerns, and the scrapping of his marijuana decriminalization plans.

During his first year in office, Kellisyen's government expanded infrastructure projects around Lake Seketan by $250 million SKD, with the completion of Winneston Harbour Expansion being one such project. His government lowered the pension age to 66 as Seketan's energy sector grew by 12%, with government royalties refinancing into paying pensions. On social issues, Kellisyen attempted to reform language laws by lowing the threshold for a municipality to have a second official language. Despite passing with overwhelming support in the Commons Council, the National Conservatives and Wilsk Nationals, as well as Labour dissidents, were able to block it in the State Council. Kellisyen made state visits to Alquiya, Canada, Iceland, New Svealand, Alquiya, and the United Kingdom during his first year as well.

Kellisyen's second year was largely taken up by the 2018 Wilsk Sovereignty referendum and issues surrounding it. In late 2017 the Irvansky approved plans to hold a referendum on Wilsk sovereignty, presenting three options to Wilsk voters. These choices were;

  • Remain in Seketan under the current arrangement (Remain)
  • Expand the autonomy of the "Independent State" whilst remaining under the Sovereignty of Seketan. (Autonomy)
  • Complete independence from Seketan. (Independence)

This referendum put a strain on the coalition government, as historically the Socialists were staunchly against increasing provincial rights and favouring a centralized government, while the Labour Party leans towards provincial autonomy. The Socialist Party and Kellisyen campaigned for Remain, promising expanded funding for Wilsk projects & healthcare and increasing language rights for Wilsk speakers in the borderlands. During the campaign, Kellisyen was criticized for his poor Wilsk in speeches, with a leaked speech showing notes on how to pronounce words phonetically being mocked in the media, leading to one pro-independence journalist offering to "drive him to kindergarten with his kids. Despite the government split and campaign blunders, the Remain side won with 47% of the vote. In a speech on referendum night, Kellisyen vowed to "not forget Wilskland" despite the results.

The third year of Kellisyen's government was focused on infrastructure and Nelbec affairs. His government finalized the SK9 highway, stretching through southern Bynan and Fjeska, as well as oversaw planning for a light-rail system in Ciloven. Internationally his government signalled its intention to reopen the Ciloven Accord, which would resolve the Trjebian Dispute. Despite support from the Government of Trjebia, Alquiya and the provincial governments of Southern Trjebia rebuked the invitation.

COVID-19

Kellisyen's final year as Prime Minister was singularly involved with tackling COVID-19 in Seketan. The first case of COVID came to Seketan on Feb 22, 2020, in Winneston. By late March and early April, cases exploded leading the government to institute public restrictions and issue a state of emergency. By the summer cases came down, but discontent over these restrictions lead to a major wave of protests against the government. In the fall cases began to rise again, but public pressure made the government issue only light restrictions in an attempt to control the pandemic.

By the new year, public support of the government was at a historic low, with the populist Our Revolution party leading in polling for the coming spring election. in February it was leaked that Kellisyen offered to resign his leadership of the party in favour of a handpicked successor, but was turned down by the party's co-chairs. Amid low approval numbers, backroom scandals over leadership, and a declining economy, Kellisyen suffered a landslide defeat at the hands of Our Revolution, with Simy Brasa succeeding him as Prime Minister on April 11, 2021.
