The Herrscherrat, alternatively the Monarch's Council of Illusia and Neverendia, was the previous legislative body of Illusia and Neverendia. It comprised of a small council of 16 to 32 legislators, joined by the sovereign monarch of Illusia and Neverendia and their advisors. It was the second-most powerful organisation in the Illuverendian government hierarchy, inferior only to the monarchs. The legislature in international records was unicameral in nature, before it was replaced by the democratic Landsthing.
The Herrscherrat was created at the behest of Alyssa in 2047, making it one of the most recent Illuverendian governmental organisations and the second iteration of a legitimate legislative body in the nation, the first being the Council of the Lawmakers during the Franziskanic era. In contrast to 1000 legislators maximum in the past, the Herrscherrat only had a minimum of 16 and a maximum of 32. Members, primarily composed of prodigies and individuals excelling in their fields that partake in the organisation are known as magistrates (Illusian: Richter).
The Herrscherrat did not hold elections. Magistrates of the council were handpicked and selected by the monarch, and were slated to serve for the rest of their life until the age of retirement, or through resignation, or personally ousted by the monarch if they fail in their line of duty. Amidst their held power over the Illuverendian populace, magistrates were subject to harsh punishments to the full extent of Illuverendian law, in case of committing acts that are in contravention on the orders of the monarch.
The 2057 Illuverendian democratisation reform led to the abolition of of the Herrscherrat. The replacement, yet similarly unicameral legislature, is the current Landsthing of Illuverendia.
History
The creation of the Council of the Lawmakers during the Franziskanic era was the main inspiration and catalyst for the creation of the Herrscherrat. During the 1910s, Franziska the Great authorised the creation of a legislative body in contrast to her fully controlling the laws of the Illuverendian populace, and personally handpicked aspiring leaders thanks to the coinciding Jünglingebildung programme.
In the 1920s, the Council of the Lawmakers started to accept people who excelled in the well-being of the Illuverendian society, and devoted to the ever-growing and progressive times. This policy of Franziska would then go on to influence the Herrscherrat's current policies.
When Alyssa rose to power in 2047 as the new monarch of the Illuverendian royal renaissance period, her first order of things were to create a people's council, and chose sixteen random people who excelled at their fields. There, the Herrscherrat was formed, and began its first session.
Composition and powers
The Herrscherrat's authority is based on the simple concept of a legislature: creating and debating laws, with the approval of the incumbent monarch serving as the final step in the process.
