Powers of Parliament
The Istastionerian Parliament holds the authority to establish laws and regulations covering a broad spectrum of concerns, such as taxation, social security, education, and foreign policy. The approval of the annual budget proposed by the Executive branch and supervising public expenditures are also among the Parliament's powers. Although the process is intricate and time-consuming, the Parliament has the power to modify the Istastionerian Constitution.
Parliamental procedures
One key procedure is the filibuster, which allows MPs to delay or block a vote on a bill by talking for an extended period of time. To overcome a filibuster, 90 MPs must vote to invoke cloture, which limits further debate and moves the bill to a final vote.
Most of the work of the Parliament is done in committees, which are small groups of MPs who specialize in a particular area of policy. Committees hold hearings, conduct investigations, and make recommendations to the full Parliament.
MPs can propose amendments to bills that are being considered by the Parliament, ranging from minor changes to major revisions. When the Parliament is ready to vote on a bill or nomination, the presiding officer calls for a vote. MPs can vote "yea," "nay," or "present," and the Parliament also uses a system of voice votes, standing votes, and roll call votes.
Impeachment procedures
The rules governing the impeachment process of government officials, including the President of Istastioner, are a prescribed set of procedures within the Istastionerian Parliament. The process commences with a vote to initiate impeachment proceedings. If Parliament votes in favor of initiating the process, a trial is held to determine whether the official should be removed from office. The trial is presided over by the Chief Justice of Istastioner, with Parliament serving as the jury.
The official being impeached has the right to a defense team, which presents arguments to oppose their removal from office. The Parliament holds the power to subpoena witnesses to testify in the impeachment trial, who can be called upon by either the defense team or impeachment managers. Once both parties have presented their arguments, Parliament votes to convict or acquit the official, requiring a two-thirds majority vote for a conviction. Upon conviction, the official is immediately removed from office, and Parliament can also disqualify them from holding future office. These are the primary procedures of Istastionerian Parliament regarding impeachment, which is rare and has occurred only a few times in Parliament's history.
