The general settlement of the city is referred to de facto as Harpan. Harpan District and Harpan City are 2 independent bodies de jure, but both are consolidated under Harpan County-District.

Harpan; (Pohnpenesian: Haraù; Hoterallian: はらい, Harai) is the capital and largest city of Pohnpenesia. It is situated on the northern coast of Ponape, the largest island in the archipelago by land and population. Harpan is the cultural, economic and political centre of Pohnpenesia. As of the 2020 Census, Harpan is home to 446,029 residents. However, since the population influx of the 2020s, the city's population is estimated to be over 530,400 people as of 2023.
