Sabrican Garayev (Russian: Сабрикан Гараев; tr. Sabrikan Garayev, Tatar: Сабрикан Гарайев) is a Soviet politician of Tatar ethnicity serving as the General Secretary of the Communist Party of the Soviet Union since 2010 and as State Chairman of the Soviet Union.
Garayev previously served as the First Secretary for the Tatarstan regional committee of the CPSU, and as a member of the Politburo and Secretariat of the CPSU. He was appointed as Second Secretary by General Secretary Yegor Ligachyov in 2007 and consequentially succeeded him upon his retirement in 2010. Garayev became the first non-Slavic leader of the Soviet Union upon his accession. His tenure as General Secretary has seen a focus on international relations, particularly with China, the digitalization of the Soviet Union through an emphasis on internet infrastructure, and a focus on a computational approach to central planning akin to Project Cybersyn.
Life
Sabrican Garayev was born in Brezhnev in Tataria, then called Naberezhnye Chelny, on 17 March 1951. His father and mother were ethnic Tatars. His father served in the Great Patriotic War, while his mother was a factory worker. His family later moved to Kazan, where Garayev received his master's degree in economics. Following his graduation, he joined the Communist Party and was drafted into the Soviet army for a period of 2 years, as all Soviet males aged 18 to 30 were required to do.
Political career
Garayev joined the Komsomol in 1972 and became a secretary of Tataria's local branch. He was elected as a deputy to the Tatar Supreme Soviet in 1985 and was later appointed First Secretary of the Tatar ASSR in 1996 by General Secretary Grigory Romanov. He consequentially became a member of the Politburo and later the Secretariat of the Communist Party. Garayev emerged as an ally of General Secretary Yegor Ligachyov and was appointed Second Secretary by him in 2007. When Ligachyov retired in 2010, Garayev succeeded him. He became the Chairman of the Presidium of the Supreme Soviet on 8 April 2024.
