  1. Almost all of Ornivia's citizens are bilingual, and are able to understand and speak in both Ornivian and their respective member-state language.
  2. Some Academics have argued that the Ethnicities and Languages within Ornivia are more akin to regional identities and dialects then related ethnicities and languages. The Federative Government classes them as ethnicities and languages, and Ornivian is used as a term for those living in Ornivia.
  3. Federative is the term used in Ornivia in reference to the Federation Government to avoid confusion with Federal Member-States, it is synonyms with Federal.
  4. The November ceasefire is attributed to be the end of the war, however the formal peace treaty was signed on 27th August 1964.

Ornivia, offically known as the Ornivian Federation, is a country in Southeast Elisia. It is situated on the coast of the Marlos Ocean and covers an area of 853,506 square kilometers (329,540 square miles), and has a population of just over 120 million within its 25 Member-States and Federal District. Ornivia borders Orinoccov and Koparfljot, and has a maritime border with Socialist Platypus and Fendiralia. The nation's capital is the Ornivian Federative District, located geographically within Minervia City, which is Ornivia's largest city.

Ornivia is a Federative Parliamentary Republic, including two separate legislative bodies. It is a highly developed, high-income Social Market Economy (known as Ornivian Capitalism in Ornivia); it ranks high in human development, quality of life, income, wealth, education, economic competitiveness, infrastructure development, human and civil rights, and ranks low in income inequality, preceived corruption and crime. Ornivia also has a universal healthcare system and a welfare state.

Etymology

The original origin of the term "Ornivia" is currently unknown, and has been suggested the name has a relation to the name for the neighboring country of Orinoccov. The name was used historically by all peoples of continental Ornivia to describe the region that they inhabited and shared, however until the 18th century this region was mostly undefined and its boundaries fuzzy, and the origin of its usage has not been determined.

Also given the name Ornivia is the Ornivian Eagle, which inhabits almost all of the Ornivian region, and is the national animal of Ornivia today and is shown on the nation's coat of arms. It is unknown whether the region was named after the eagle, or the eagle was named after the region.

Ornivian was only used in general terms to describe the region historically, and academics only started referring to the inhabitants of Ornivia as "Ornivian" in reference to the relation each ethnicity inhabiting the region had with each other during the 19th century, though its usage in that regard was suppressed until after the Spring of Ornivia

After the Spring of Ornivia, there was a sharp increase in the usage of the term Ornivian in reference to that of all people living within the region. The name was first used on an official basis in 1968, with the Pan-Ornivian Congress. The name was chosen by the Treaty of Federation Conferences in 2015 to be the planned federation's official name.

Government and Politics

Ornivia is a Federative (Federal), Parliamentary, Representative Democratic Republic. It is made up of 25 Member-States and 1 District. In the Ornivian Political System, Citizens of the Ornivian Federation are subject to the Federative Government, Member-State Governments/District Administration, and local Government (Which is a vague term as Member-States can have many to no internal divisions. The Ornivian Federative District has no internal divisions). The basic structure and duties of Federative Governance is defined in the Treaty of Federation, which acts as the Federation's Constitution and its basic laws. To amend the Treaty of Federation, both bodies of the legislature must support the changes with a 3/5th majority, followed by scrutiny from the Supreme Court to ensure that it does not alter the Unchangeable Articles of the Treaty. It will then pass to the President, who must organise a national referendum before ratification, of which they approve or disapprove based on the referendum result.

The Executive is made of two halves, the Office of the President and the Federative Government. The Office of the President is made up of the President and their support staff. The President of the Ornivian Federation, currently Kevin Hartley, is the Head of State, and is elected by a direct election using the instant-runoff method every 5 years with no term limit. The President does not head the cabinet, nor are they apart of the Federative Government, but can attend cabinet meetings (among numerous other powers and responsibilities) and is the commander-in-chief of the nation's armed forces. The Federative Government is the principle executive of Ornivia. It is headed by the Chancellor of the Ornivian Federation, currently James Hathson, who is the Head of Government. The Chancellor and their cabinet is chosen by, and are themselves from, Parliament after every election, and are confirmed by the President. The cabinet is made up of the heads of Federative Ministries and others and are responsible for the day to day running of the Federation.

Legislative Power is vested in two unicameral bodies in an unequal relationship. The cabinet is responsible to the Parliament of the Ornivian Federation, which is made up of 700 Members of the Federative Parliament (MFPs), which represent 700 constituencies within the Federation. They are elected in direct elections every 5 years using the instant-runoff electoral method. The Council of the Ornivian Federation is a body of 25 seats made up of a differing number of members which is loosely based on population. These members are selected by the governments of the 25 Member-States. The Council has far fewer powers and responsibilities when compared to Parliament.

The Judicial Branch is made up of the Supreme Court of the Ornivian Federation and lower federative and member-state courts. It is a 13 person body, who are appointed by the Supreme Court Appointments Committee and confirmed by the President. The Supreme Court acts as the highest civil and criminal court, the final appeal court for Ornivian Law, and the constitutional court of Ornivia. They are also responsible for Judicial Review in the Federative Administration.

Ornivian Politics has a multi-party system, with no less then 6 political parties being represented in the Parliament. Listed here, starting from largest to smallest; United Liberalist Party, Union of Conservatives, Alliance of Ornivian Progressives, Congress of Ornivian Socialists, Citizens for Peace and Environmentalism and the National Party of Ornivia.

Budget

The Federative Budget is the budget of the Ornivian Government, and determines the revenue and expenditure of the Government. Unlike unitary state arrangements the Federative Budget does not determine the total spending of the entire nation, but rather the central federal government. The Budget is created by the Ornivian Government on an annual basis, and must have that budget approved by both the Federative Parliament and the Federative Council.
