The Great Council (Rigjordic: Storting, Lilledelic: Remsting, Nausikaan: Osavaltioneuvosto), is Crylante's federal legislature. It meets in Nebligen in the Alexandra La Blanc House.
The Great Council is bicameral, being composed of the 274-seat People's Assembly (Rigjordic: Folketing, Lilledelic: Conventus de Populum, Nausikaan: Ihmisneuvosto) and the 63-seat States' Assembly (Rigjordic: Jordting, Lilledelic: Conventus de Stadelles, Nausikaan: Osavaltioneuvosto). The houses have identical powers. Members of both houses represent the stadelles, but, whereas seats in the People's Assembly are distributed in proportion to their population using open-list proportional representation, each Stadelle has three seats in the States' Assembly, which are elected using single transferrable vote. Both are elected in full once every four years on the 31st March, with the last election being held in 2013.
The Great Council possesses the federal government's legislative power, along with the separate constitutional right of citizen's initiative. For a law to pass, it must be passed by both houses. The Great Council may come together as a United Great Council in certain circumstances such as to elect the National Council (collective executive head of government and state) and the federal judges.
Composition
The Great Council is made up of two chambers:
- The States' Assembly (Rigjordic: Jordting, Lilledelic: Conventis de Stadelles, Nausikaan: Osavaltioneuvosto), with 63 seats.
- The People's Assembly (Rigjordic: Folketing, Lilledelic: Conventus de Populum, Nausikaan: Ihmisneuvosto), with 274 seats.
Seats in the People's Assembly are distributed proportionally to each Stadelle based on its population, ranging from Nixoperuit's one seat to Sønderburg's thirty-nine, while seats in the States' Assembly are distributed so each Stadelle has three seats each.
United Great Council
On certain occasions, the two houses sit jointly as the "United Federal Assembly" (Lilledelic: Iunctus Remsting, Rigjordic: Forenet Storting, Nausikaan: Yhdistynyt Suurineuvosto). This is done to:
- elect members of the National Council and the federal judges.
- arbitrate in the event of conflicts between federal authorities;
- issue pardons; or
- listen to special announcements
The United Great Council is presided by the People's Assembly's speakership.
The Great Council also confirms the appointment of the Federal Data Protection and Information Commissioner (appointed by the National Council).
Groups
Parties can work together in groups, giving small parties the right to the benefits that come with official party status (given to a party with more than five members of the Great Council). This means that they can get represented on committees, and have full speaking rights in debates, and each group gets an allowance of 79,000 HTN a year.
Within the Great Council, there are six parliamentary groups and have been since 2014, when the People for a Green Crylante group merged with the United Left of Crylante group to form the Red-Green Alliance group, consisting of The Left and the Green Party. The Democrats for Crylante group came into existence when the People's Party of Crylante split from the Reform Party over economic disputes and allied themselves with the previously unaligned Let's Go, Crylante! movement. The Party for the Crylantians is not a member of any group, as all the other parties have refused to work with them.
