The Council of Five (GoF)(Fēþisc: Gemōt of Fīf) is the collective executive body of the Government of the Federated Fire Territories. The Council comprises the Head of government and five other heads of the executive branches, the most senior of government statesmen.

Role

Serving at the Crown's pleasure, the Fyrish head of government chairs the Council of Five. Known as Chair of the Flame, Right Fire Lord (Fēþisc: Riht-Fȳrdomne), this position is elected by the People's Council (ThG)(Fēþisc: Þēoda Gemōt). The Right Fire Lord is beholden to the People's Council and the Head of state. It is the Right Fire Lord's role to appoint elected statesmen to the Council of Five to carry out the executive duties of governance. In this capacity, the Council of Five is the ultimate decision-making body of the executive.

Excluding the chair, the council seats three Councillors and two Masters, where Councillors operate in a ministerial capacity, and Masters under a modicum of autonomy. The three Councillors, of Defence, Interior, and Foreign Affairs, are beholden to and implement the policy of the Right Fire Lord. The two Masters, of Coin and Justice, are primarily beholden to the Council of Shires (GoS) and Crown Court respectively. All five members hold the title of High Minister (Fēþisc: Heāhþegen).

Hierarchy.

  • Chair of the Flame and Heavenly Protector, High Fire Lord (Fēþisc: Stōl of se Līg ac Friða Heofonlic, Hēahfȳrdomne) - Head of state.
  • One acting rightly as Chair of the Flame, Right Fire Lord (Fēþisc: Rihtfremmend swā Stōl of se Līg, Riht-Fȳrdomne) - Head of government.
  • Right Honourable High Minister and Defence Councillor (Fēþisc: Rihtful Heāhþegen ac Nering Rǣdgifa).
  • Right Honourable High Minister and Interior Councillor (Fēþisc: Rihtful Heāhþegen ac Inneweard Rǣdgifa).
  • Right Honourable High Minister and Foreign Affairs Councilor (Fēþisc: Rihtful Heāhþegen ac Ūtlīcierras Rǣdgifa).
  • Right Honourable High Minister and Master of Coin (Fēþisc: Rihtful Heāhþegen ac Magister of Mynt).
  • Right Honourable High Minister and Master of Justice (Fēþisc: Rihtful Heāhþegen ac Magister of Rihtnes).

Composition

The Right Fire Lord selects High Ministers from a pool of People's Council elected statesmen, subject to Head of state approval. Although the Head of state can dismiss High Ministers without notice or reason, the monarch cannot dismiss the Right Fire Lord. Despite this, the Right Fire Lord must seek approval from the Head of state before beginning their tenure.

The Right Fire Lord has always led the Council, historically as Hand of the Crown, but today as the Head of government. Formally, the Council of Five is a committee of Crown Privy Councillors, which requires members to hold the title of "the Right Honourable". However, the Right Fire Lord, as Hand of the Crown, is assumed to hold this title already. Today all Council members are given this title shortly after appointment.

Upon formation, the Council can form additional tenures within the government. These positions form the Governance Council (RdG)(Fēþisc: Reccenddōm Gemōt) which conduct secondary executive and clerical tasks.
