The Green Zone, (Sylvan: Zona Verde or ZV ) is a fortified section of the capital of Bahra, Bakhriya. The area is approximately 17.29 kilometers square in area (6.6 sq. miles), and is located on the coast, next to the Southern Ocean. The area encompasses several piers in the harbor, and several dozen blocks of buildings of various use case. The area is de facto controlled by the Allied Nations military.

Background

The Allied Nations intervention into the Bakhriyan Civil War on the side of the established government prompted a necessary foothold into the country at the outset of the operation. The AN Expeditionary Force Second Division established a headquarters in a disused hotel complex near the second pier. During this time, Bahra was in the grip of civil unrest, and not all welcomed the foreign intervention. With the help of local troops, Maracaibean troops were able to put down the violent protests and clear civilians from what would become the Green Zone.

At the close of the civil war, the Barnes administration of Maracaibo negotiated with President von Kroezen of Bakhriya in order to bring about a massive Reconstruction agreement, including subsidized rebuilding of infrastructure, improvement of large areas of the war torn country, and large loans from several Maracaibean banks in order to assuage the ills of the country. In exchange, the Green Zone was allowed to be managed in perpetuity for the duration of the reconstruction of the country by the Allied Nations of Maracaibo, land being leased for the construction of Camp Amanecer, and the promise of future relaxing and eventual abolishment of racial discrimination laws.

Because of the relative safety of the established Zone in comparison to areas elsewhere in the city, the Allied Nations relocated their embassy functions to a building within the Green Zone, north of the 2nd Division HQ. This is where the embassy has remained since.

As of January 22, 2020, the civilian population has been allowed back into the Green Zone, at the behest of the Bakhriyan government, albeit being screened at checkpoints by joint forces. The area is the centerpiece of the reconstruction efforts within the capital, with main roads being freshly paved, and stores being reopened. Among other establishments, such as banking firms, there are plans for Maracaibean supermarket chain Santiago’s to open up stores in the area. The first Santiago’s opened for business on April 9th, 2020.

As of May 1st, 2020, a detachment of the Allied Nations Xth Regiment of Motorized Infantry “Cavaliers” and assorted military police elements are stationed in the Green Zone, with headquarters located at the former Argos hotel, site of the original divisional HQ. There are seven checkpoints, serving as the only official entrances into the area. These checkpoints are heavily fortified with concrete barriers, barbed wire, and other defensive engineering.

Incidents

On March 6th, 2020, a terror agent detonated himself in front of a checkpoint, killing one Maracaibean and injuring two more. Three Bakhrians soldiers were injured, among nine wounded civilians. He was later identified by intelligence sources as most likely Banganan in origin.

Extraterritoriality

Although Bakhriyan law is technically observed within the Green Zone, none of the racial discrimination laws are enforced by the AN military police. This has led the area to become a refuge for citizens seeking equal treatment to the white citizens. The AN has done nothing so far to begin to enforce these laws, despite some complaints from local authorities and citizenry.
