Don Hermenegildo Isidoro Luis Vicente Matamoros Gallagán y López de Santillana (2 November 1947 – 15 March 2014), known commonly in his life as the Count of Gallagán, was an Ascalene patrician, noble, and statesman who served three times as First Counsellor of Ascalzar. Matamoros Gallagán was a member of the highly influential Matamoros family which has dominated Ascalene politics since the 15th century.

Despite beginning military training as an infantryman, he became a lawyer after graduating from Balzac University practiced law in Sydalon until 1977. In 1981, he was appointed Castellan of the Altagracia district by his uncle, the Count of Santillana. He first entered national politics in 1989, during his father's First Counsellorship, being appointed to Secretariat of Justice as Deputy Solicitor General. After his father's death in office, he was elected First Counsellor in 1992, though he quickly lost the confidence of the overwhelmingly conservative Counsellors Assembly and was replaced by Diosdado Alarcón in February 1993. His second term began in 2000 and saw the introduction of new social programs, extensive government investment in public works, and the relaxation of archaic morality laws in Ascalzar. Despite his popularity, he was narrowly defeated by the conservative bloc in 2006, but was reelected in 2012 after widespread discontent with the conservative government of Alarcón following the debasement of the Ascalene currency and strict austerity measures. In 2014, he became the third First Counsellor assassinated in office. Some of his political rivals have since been implicated.

He was given a state funeral, and was succeeded as Count of Gallagán by his son Rafael Matamoros Gallagán. Despite the decline of the liberal faction within the Counsellor's Assembly, numerous news outlets and pundits have likened his death to a martyrdom for the progressive movement in Ascalzar, as he was a politician that had endeared himself to the commonfolk and held high approval ratings at the time of his death.

In 1971, Hermenegildo was married to the Latin noblewoman Lydia Anistia. They had first met in Castellum in 1970, as he completed a semester abroad in Latium. Following his graduation from law school, his father approved of the marriage and the two were wed later the same year in a ceremony held at the Basilica of Our Lady of Gallagán. The marriage produced five children.
