The Minister-President of Poliania (Volynian: Министр-Прєдсєдатељ од Пољения tr. Ministr-Prědsědatelj od Poljenija) is the head of government, the de facto chief executive of Poliania, and commander-in-chief of the Polianian Armed Forces. The office of Minister-President was established in its current form in the 1935 Constitution, following the nation's defeat in the Great War, and has its origins with the previous 1869 constitution.

The current holder is Ilijana Valćeva, who was elected in 2015 and then re-elected in 2018. She is the first woman to be elected Minister-President in the history of the office.

The office is appointed by the Monarch after being elected by the Chamber of the Land via a vote of confidence. In practice, the leader of the largest party in the Assembly is almost always elected as Minister-President. The holder is the head of the Cabinet and appoints and dismisses the other minsters of state.

Selection and roles

Qualifications

The qualifications for position is straight forward. The first criteria is the person must be a member of the Chamber of the Land. This implies that the person is over the age of 26 (the minimum age required to stand for election for the Chamber of the Land) and is a Polianian national. The second requirement is that the person is a "civilian." This excludes active-duty members of the Polianian Armed Forces, although retired or honorably discharged personnel are permitted to serve as minister-president, as they do not meet the criteria or being active-duty.

Appointment

The office of Minister-President is chosen by the Chamber of the Land, the lower house of the Veche, with a ceremonial appointment to the office by the Vladika following the election. The means of which is done under a second ballot, although almost always, the party leader of the party of majority or senior partner of a coalition is chosen. Upon his or her selection, the Minister-President has 14 days to propose members of their cabinet and to submit a program outlining the new government's agenda to the Chamber of the Land. After the conclusion of the 14 day period, a vote of confidence is held by the Chamber of the Land. In the rare event that the vote of confidence fails, the process will start again, with the exception that the previously nominated minister-president cannot be chosen again. If the vote of confidence once again fails, the Chamber of the Land is dissolved and elections are held. Once the voting process is complete, the Minister-President is formally appointed by the Vladika.

Roles

  • Exercises control and supervision over the entire executive branch.
  • Presents bills to the Veche on behalf of the Cabinet.
  • Signs laws and Cabinet orders.
  • Appoints all Cabinet ministers, and can dismiss them at any time.
  • Must make reports on domestic and foreign relations to the Veche.
  • Must report to the Veche upon demand to provide answers or explanations.
  • May advise the Vladika to dissolve the Chamber of the Land.
  • Presides over meetings of the Cabinet.
  • Commander-in-chief of the Polianian Armed Forces.
