The Castaliense Confederation (Dutch: Castaliense Statenbond), officially known as the Atmoran Confederation was the colloquial name of Atmora during the Atmoran Civil War following the failed coup d'ètat by Katherine I and the HM's Royal Guards to remove Chancellor Louwrens van Geuzendam from power in November 1943. Following the coup attempt the High Queen and her retainers had begun their evacuation to the Principality of Alsatia across the Halkeginian Sea on the Asvarrese Peninsula where King Ferdinand IV of Asvarra, Prince Charles-Gustaaf of Lippe, and Princess Wilhelmina of Alsatia have managed to successfully revolt against the fascist government in Alexandria.

With the High Queen's government now in the Asvarrese Peninsula, the High Queen sought to convene the Great Council of Rulers in Castalien, Kingdom of Asvarre to grant emergency powers to the High Queen so that she may use whatever means neccesary to liberate the Atmoran states, from Chancellor Geuzendam and those officers who are in open rebellion against the Federal Princes and the people.
