The House of Plenipotentiaries is the indirectly-elected upper house of the Federal Diet of Omerica. The chamber consists of 100 members appointed by the legislatures of the twenty-five republics of Omerica and sits in the Hall of States (Salle des États) in the Palace of the Federation.
Considered the de facto heir of the Confederal Diet, the first national legislature of Omerica, the House effectively operates in a similar fashion. Reflecting the federal structure of the United Republics, each republic’s delegation in the House reflects the political composition of its legislative majority. As such the political make-up of the House is affected by changes in power in the republics, and by extension, by elections in each republic.
