The badge is embalzoned with a logo similar to the arms of the Trieuists, which was the previous ruling dynasty of Quenmin that waged war against the Commonwealth. When the couple returned to Insomnia, They get suspended by N from field duty. Following this, N is in the middle of a power struggle with Rolf Gudegast (whom Moore calls as "S"), the head of a privately-backed agency, the Commonwealth Intelligence Service. He campaigns to from "Seven Minds", an intelligence co-operation initiative and uses his influence to close out the "MI6" as he believes that it is outdated.

Moore and Suzuki disobeys N's order and go to Yeolcheon to further investigate the murders. Pennynickel, who Moore manages to find in a hotel room tells him that a conference headed by a Nae Shin-young will be taking place nearby. Moore and Suzuki proceed to the conference to find out that several rogue generals as well as corporate chairmen are present at the conference. They bore the badge that Moore and Suzuki had taken from the mission back in South Quenmin. Moore uses this and infiltrates the conference. During the conference, Shin-young uses her influence to speak against the ruling Joyonghean government and replace it with a government that favors the laws of the organization, "Edge". The following day, protests in Yeolcheon take place as Tayakorn Suksabaijai speaks out against the government.

Moore and Suzuki return to Quenmin where Pennynickel manages to retrieve a dossier. Moore's friend, Trinh; who then arrives to inform the trio that Edge is headed by Suksabaijai. He tells them to head to Bethausia to meet up with his contact. When Moore meets up with the contact, He informs him that there is a party in Bethausia being hosted by a To Qui Dung. Moore infiltrates the party and finds out that the To's party is among the "Edge" group and is also planning to overthrow the government in Bethausia. It involved the group to stage a rally to frame the government for the murders of different agents in Asianna and blame the Commonwealth for carrying out the murders.

The following day, Moore and Suzuki are informed by Trinh that a negotiation between Edge and another organization is being fixed in the evening. He reveals his plan to overthrow the Quenminese Emperor and restore the Trieuists to wage war in Asianna and invade the Commonwealth countries. Suksabaijai also tells the duo that the murders of his henchmen have done nothing to hinder his plans. He then leaves them with To Qui Dung with an option to kill them both. Moore, however, manages to overpower To and throw him into a shredding machine, killing him. Pennynickel informs the duo that they don't have much time as Suksabaijai is going right away with his plans in the evening. They set off for the capital. When they arrived, Moore went after Suksabaijai while Suzuki went after Shin-young and Trinh keeping the Quenminese Emperor safe. On the way, Moore plants a charge and a gunfight ensues. Moore manages to make his way to Suksabaijai just as he was going to carry out his plan. A fight between the two exchanges while Suzuki fights Shin-young and manages to kill her after lunging a spear to her abdomen. Just as Suksabaijai was about to shoot Moore, Moore shoots a cyanide-tipped dart into his body, poisoning him. Moore shoots a large column, collapsing over Suksabaijai killing him. As Moore was about to defuse another explosive under the Quenminese palace, Mr. Krebs attacks him. Moore however manages to overpower and stun him and take the explosives and plants it at Krebs chest and kicking him into the water as it explodes, killing Krebs.

Later, Moore and Suzuki reunite with Trinh, who tells the duo that the Emperor sends his thanks for saving the Emperor and his family. The duo return to the UK where Moore decides to have a honeymoon with both Suzuki and Pennynickel, who fulfills his promise to her to take her to dinner.
