The Phi'lasasam is both the largest and most notable higher educational institution in all Rihan. It was founded in 1352 by Tellus who argued that the Rihannsu needed not just the strength of their arms, but that of their minds. He further elaborated that in order to fulfill his people's goal and aspirations as incorporated in the Way of D'era, the Education was required. The original buildings located in the heart of the Old City are still standing are in operation today (home to the administration of the institution and six lecture theatres including one outdoor). The Phi'lasasam is broken down into 32 distinct colleges which are located throughout the city. The institution has smaller campuses located across the country in Peldred, Penvar, and Tephren.
