The Justice of Appeal (Shinasthana: 廷㷉, ling-′uts) is a district of Kien-k'ang established in 1960; previously, it was a separate urban authority known as the Magistracy of the Justice of Appeal. It is geographically bound by the historic walls of the Citadel.
Much land in this district is comprehended by its five royal palaces, government offices, and the Lwang-lats Temple, leaving only about 27% of land available for other properties. Furthermore, the chanceries of foreign embassies, most notably the Fyrish Embassy, occupy another 6% or so of land. Nevertheless, it is still the registered home of 3,872 people in 2,822 households.
The district is divided into 14 civil parishes, of which most are continuations of the ancient offices and the lands of their seats. The civil parish of the Commissioner of Corridors (郎中令), whose geographic extent represents the Fore Hall and its environs, is the registered address of the Emperor, who is also one of two residents in this parish; the other is the Speaker of the House of Commons. The parish of the Middle Commissioner of Corridors (中郎中令) is the address of the Empress.
